Agreement with Environmental Systems Research Institute (ESRI), Inc.

 

 

SUMMARY:

 

This ordinance will authorize the City to enter into an agreement with Environmental Systems Research Institute (ESRI), Inc., to provide the Information Technology Services Department (ITSD) with a contract for geographic information system (GIS) software licenses, support, maintenance and training to develop GIS applications and meet the growing demands for GIS services for an estimated annual cost of $625,000.00. Funding for this contract is available through the FY 2019 Information Technology Services Department Adopted Operating Budget. 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is acceptance of a contract with ESRI to provide the Information Technology Services Department (ITSD) with geographic information system (GIS) software licenses, support, maintenance and training to develop GIS applications and meet the growing demands for GIS services. The term of this agreement shall commence on October 19, 2018 and expire on October 18, 2021 unless the agreement is terminated earlier.

 

The ESRI Enterprise Agreement (EA) allows ITSD to support the GIS business needs for all City of San Antonio departments, as well as Open Government initiatives. These needs include, but are not limited to, GIS software, software support, map production, data management, database administration, web development, application interfacing and training. The agreement gives ITSD the licensing to fully support desktop and web based GIS business needs across a common platform and software suite. The EA directly supports the needs of: Community Development, Economic Development, Environmental Services, Health and Human Services, Public Safety/Emergency Management, Open Government, Transportation and Capital Improvements, Parks and Recreation, Solid Waste, and City Management departments.

 

The EA also enters the City into an active business relationship with ESRI, called the ESRI Enterprise Advantage Program (EEAP), where through collaboration develops a plan for implementing location strategies that match GIS Services to departmental and City goals. This includes access to select support, training and consulting. This support is important in supporting staff, introducing new GIS technologies across the City, and solving key business problems.

 

These items are being purchased as Sole Source according to the provisions of Texas Statutes Local Government Code 252.022.07. No other source can supply the items listed nor can any comparable item fulfill the same requirements.  Vendor acknowledges, with his/her signature, that all items offered are considered a Sole Source.

 

 

ISSUE:

 

This contract provides the Information Technology Services Department (ITSD) with geographic information system (GIS) software licenses, support, maintenance and training to develop GIS applications and meet the growing demands for GIS services.

 

This contract is exempt from competitive bidding and is excluded from the scope of the SBEDA program.

 

This award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program Ordinance does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the City would not have a contract for the necessary software  licenses,  support,  maintenance  and  training  to  develop  GIS  applications  and meet the growing demands for GIS services.  Existing GIS applications would not receive the benefit of patches, upgrades or technical support for troubleshooting issues arising during development of GIS application services.

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this ordinance.  All expenditures will be in accordance with the City’s adopted capital and operating budgets approved by City Council.  The expenditures through this contract approved by this ordinance are not to exceed $1,875,000.00, and are subject to annual appropriation by City Council.

RECOMMENDATION:

 

Staff recommends approval of this agreement between Environmental Systems Research Institute (ESRI), Inc. and the City of San Antonio to provide the Information Technology Services Department (ITSD) with a contract for the geographic information system (GIS) software licenses, support, maintenance and training to develop GIS applications and meet the growing demands for GIS services.

 

This contract is procured on the basis of sole source and a Contracts Disclosure Form is not required.
