Award of a Construction Contract for Hike and Bike project at Stinson Municipal Airport

 

 

SUMMARY:

 

This Ordinance authorizes a construction contract with RCO Construction, LLC (RCO) for the construction of a 10-foot wide concrete trail within a 63-acre tract of land owned by the Aviation Department.  Funding for the construction phase of the project is through the Parks and Recreation Department in the amount of $1,235,389.00 funded from 2015 Sales Tax Venue Funds. This project will connect Stinson Municipal Airport (Stinson) to the San Antonio Mission Reach and install a prefabricated pedestrian bridge over the acequia. This memo will reference the project as the Hike and Bike project at Stinson, but it is also known as the Connection from Mission to Stinson Airport project.

 

 

BACKGROUND INFORMATION:

 

Stinson Municipal Airport is the second oldest continuously-operating airport in the United States and serves as the designated general aviation reliever for the San Antonio International Airport. Over the past ten years, the City has invested in several projects to attract visitors to Stinson including the completion of a restoration and expansion of the terminal building in 2008; the design and construction of a new air traffic control tower which is expected to be operational by the end of the end of 2018; the opening of Big Bib’s BBQ second location in the terminal building in 2016 and a new fixed-based operator GateOne in 2017; and, the awarding of a construction contract for new monument and directional signage around the Stinson campus.

 

Over the last four years, the Aviation Department has worked with the Parks and Recreation Department and United States National Park Service to develop a hike and bike project on 63 acres that the Aviation Department owns that is located between Mission Road and the San Antonio River. Funding for the design of the project was from the Aviation Department Enterprise Fund; Parks and Recreation Department is funding the construction phase. The project will connect Stinson and its amenities to the Mission Reach project and access to the UNESCO World Heritage Missions. The Aviation Department will be able to raise awareness to pilots and their passengers of the ease of flying into Stinson, utilize the hike and bike trail to visit the Missions and other sites and attractions along the river as well as the businesses and attractions located at Stinson.

 

Solicitation Process

The solicitation was broken down by a base bid and three different additive alternate bids. The base bid included the construction of a concrete main trail (South Route) with a kiosks structure and trailhead. The solicitation included three alternate bids:

                     Alternate bid #1: This alternate was for a concrete trail that serves as the North Route.

                     Alternate bid #2: This alternate was for a natural trail that serves as the North Route.

                     Alternate bid #3: This alternate was for a concrete trail from the North Route to the Mission Reach trail and included a pedestrian bridge.

 

Bidders could bid for either Option 1 which included the base bid and alternates 1 and 2; or Option 2 which included the base bid and alternates 2 and 3.

 

The Invitation For Bids was released on July 2, 2018 and advertised in Hart Beat, the Texas Electronic State Business Daily, the City’s website, and announced on the City’s public access station TVSA. Twelve bids were received on August 14, 2018. The design engineers, Gonzalez de la Garza, reviewed the bids and recommended the lowest apparent bidder, RCO, for Option 1 (base bid and alternates 1 and 3).

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee (GSC) to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The GSC set a 23% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontracting goal. RCO is certified SMWBE and has met the GSC goals through self-performance and subcontracting.

 

ISSUE:

 

This Ordinance authorizes a construction contract with RCO for the construction of a 10-foot wide concrete trail within a 63-acre tract of land owned by the Aviation Department in the amount of $1,235,389.00. This project will connect Stinson to the San Antonio Mission Reach and is funded by 2015 Sales Tax Venue funds.

 

 

ALTERNATIVES:

 

The City Council could elect to not authorize the low bid contract with RCO for the Hike and Bike project and request a new solicitation be developed and released. However, the solicitation followed the city’s procurement policies and a new solicitation would delay the project and could result in higher costs.

 

 

FISCAL IMPACT:

 

This Ordinance authorizes one-time capital improvement expenditure in the amount of $1,235,389.00 payable to RCO for the Hike and Bike project at Stinson. Funding is available from the 2015 Sales Tax Venue funds.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of a construction contract with RCO for the Hike and Bike project at Stinson.
