Change Order: Salado Creek Tributary “B” Channel Stabilization Project

 

 

SUMMARY:

 

An ordinance approving a change order in the amount of $166,558.42 and authorizing payment to Curran Contracting Company for the Salado Creek Tributary “B” Channel Stabilization Project, an authorized 2014 Storm Water Regional Facilities funded project located in Council District 2, to extend the drainage channel reconstruction limits by a total of 200 feet to Pecan Valley Avenue.

 

BACKGROUND INFORMATION:

 

Project Background

This is an 2014 Storm Water Regional Facilities Funded project. This project provides for the replacement and demolition of the existing concrete drainage channel with a new concrete lined channel approximately 1,800 feet in length from IH-10 to Pecan Valley Avenue.  Project construction began in March 2018 and is estimated to be completed by November 2018.

 

Previous Council Action

A previously executed contract with Curran Contracting Company for Salado Creek Tributary “B” Channel Stabilization Project in the amount of $1,125,187.72 was approved by City Council on January 18, 2018 through Ordinance 2018-01-18-0016.  There have been no previous Change Orders for this contract.  This change order will increase the contract by $166,558.42, to a total of $1,291,746.14.  This will be the first change order for this project.

The Small Business Economic Development Advocacy (SBEDA) Program Goal Setting Committee set a 26% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise (AABE) subcontracting Goal.  Curran Contracting Company had committed to meeting both of these subcontractor goals.

 

 

ISSUE:

 

This ordinance approves a change order in the total amount of $166,558.42 and authorizing payment to Curran Contracting Company for the Salado Creek Tributary “B” Channel Stabilization Project, an authorized Storm Water Regional Facilities funded project located in Council District 2, to extend the drainage channel reconstruction limits by 200 feet to Pecan Valley Avenue.

 

This change order is requested by the City.  The project was designed for the replacement and demolition of the existing concrete drainage channel with a new concrete lined channel from the project limits between I-10 to Pecan Valley.  Due to the high estimated construction costs provided by the consultant in the design phase, the project limit was reduced by 200 feet from Pecan Valley Avenue.  With this, the project was advertised with the reduced project limit.  Based on the low bid prices received for construction, funds are now available to construct the extended drainage channel reconstruction limit by 200 feet to Pecan Valley Avenue.  This change order will compensate Curran Contracting Company for completion of the construction of Salado Creek Tributary “B” Channel Stabilization Project.  Project construction is estimated to be completed by November 2018.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve the change order and require staff to complete a bid process for the work. However, this would lead to delays of the project and a likely increase in price. The most cost effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $166,558.42 payable to Curran Contracting Company for construction services. Funds are available from the previously authorized Storm Water Regional Facilities Fund for the Salado Creek Tributary “B” Channel Stabilization Project and are included in the 2019 - 2024 Capital Improvement Program Budget.

 

RECOMMENDATION:

 

Staff recommends approval of the City requested change order in the total amount of $166,558.42 for the Salado Creek Tributary “B” Channel Stabilization Project.
