Sewer/Catch Basin Cleaning Trucks

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract from Grande Truck Center to provide two replacement Sewer/Catch Basin Cleaning Trucks for the Transportation & Capital Improvement Department for a total cost of $736,448.00. Funding for this purchase is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Grande Truck Center to provide the Transportation & Capital Improvement Department with two replacement sewer/catch basin cleaning trucks for a total cost of $736,448.00.  There are currently four sewer/catch basin cleaning trucks in the city’s fleet.

 

These trucks will be used to remove storm water run-off from junction boxes for inspection and repairs, clean out tunnels for inspection and to perform all other maintenance with tunnels in the City’s infrastructure. 

 

ISSUE:

 

This contract will provide two replacement sewer/catch basin cleaning trucks to meet the needs of the Transportation & Capital Improvements Department.  The replacement of these trucks is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program. The department requested this particular sewer/catch basin cleaning truck due to the simplified design which is reliable and allows more repairs to be performed in-house.  This leads to increased productivity and equipment availability.  

 

These units will be purchased from Grande Truck Center utilizing the Texas BuyBoard contract number 521-16 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003. 

 

 

All units are covered by a minimum 12 months warranty that will start on the day each unit is placed in service.  The life expectancy for this equipment is 120 months. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current trucks scheduled for replacement have met their age and/or mileage requirement cycles and are no longer economically feasible to repair.  Should this contract not be awarded, the Transportation & Capital Improvements Department’s ability to remove storm water run-off from junction boxes for inspection and repairs, clean out tunnels for inspection and to perform all other maintenance will be significantly impaired. The alternative is to continue to use the equipment currently available; however, this would be less efficient and much more costly to operate.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of a contract from Grande Truck Center to provide two replacement Sewer/Catch Basin Cleaning Trucks for the Transportation & Capital Improvement Department for a total cost of $736,448.00. Funding for this purchase is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Grande Truck Center for the purchase of two replacement sewer/catch basin cleaning trucks for a total cost of $736,448.00.

 

This contract was procured on the basis of cooperative purchasing and a Contracts Disclosure Form is not required.
