SUBJECT:

On-Call Environmental Remediation Services (Outside) for the San Antonio Airport System


SUMMARY:

This Ordinance will authorize three professional services agreements with Alamo Environmental, Inc. dba Alamo 1 (Alamo 1), The Cleaning Guys, LLC dba CG Environmental (CG Environmental) and Progressive Environmental Services, Inc dba SWS Environmental Services (SWS) for outside on-call environmental remediation services for the San Antonio Airport System. The consultants will provide emergency and non-emergency services to respond to sewer and water overflows, fuel spills, soil conditions and other similar environmental issues on airport property. The initial term of each agreement is three years with the option to extend for two, one-year periods. The contract value for each agreement shall not exceed $1.5 million over the five year period. Funding for these agreements will be identified from appropriations including, but not limited to, Airport Operating & Maintenance Fund and airport capital improvement funds.



BACKGROUND INFORMATION:

The San Antonio Airport System requires qualified firms to provide emergency and non-emergency environmental remediation on-call services to comply with the regulations set forth by the Texas Commission for Environmental Quality, the U.S. Environmental Protection Agency, and the Texas Department of State Health Services on various projects. Typical work to be performed under these agreements will consist of excavation, removal, pumping, transportation and disposal of impacted soil, water and construction related media. Occasional construction or reconstruction work may be required to mitigate environmental conditions. Emergency response to hazardous materials, fuel and sewage spills within the airfield operations area and other airport property will also be required.
