SUBJECT:

 

On-Call Environmental Remediation Services (Outside) for the San Antonio Airport System

 

 

SUMMARY:

 

This Ordinance will authorize three professional services agreements with Alamo Environmental, Inc. dba Alamo 1 (Alamo 1), The Cleaning Guys, LLC dba CG Environmental (CG Environmental) and Progressive Environmental Services, Inc dba SWS Environmental Services (SWS) for outside on-call environmental remediation services for the San Antonio Airport System. The consultants will provide emergency and non-emergency services to respond to sewer and water overflows, fuel spills, soil conditions and other similar environmental issues on airport property. The initial term of each agreement is three years with the option to extend for two, one-year periods. The contract value for each agreement shall not exceed $1.5 million over the five year period. Funding for these agreements will be identified from appropriations including, but not limited to, Airport Operating & Maintenance Fund and airport capital improvement funds.

 

 

 

BACKGROUND INFORMATION:

 

The San Antonio Airport System requires qualified firms to provide emergency and non-emergency environmental remediation on-call services to comply with the regulations set forth by the Texas Commission for Environmental Quality, the U.S. Environmental Protection Agency, and the Texas Department of State Health Services on various projects. Typical work to be performed under these agreements will consist of excavation, removal, pumping, transportation and disposal of impacted soil, water and construction related media. Occasional construction or reconstruction work may be required to mitigate environmental conditions. Emergency response to hazardous materials, fuel and sewage spills within the airfield operations area and other airport property will also be required.

 

One key required component of each respondent was the response time to a notification of an emergency situation requiring remediation. For those emergencies, the selected respondent is required to respond by phone within 30 minutes of notification and to arrive onsite within two hours of notification. After arrival, the selected respondent will perform a walkthrough of the damaged area with a city representative to determine the scope of work. The work will start immediately and must provide a written approach to the work and an estimate of time required to perform work that same day. 

 

Solicitation Process

The solicitation for these services was presented to the Audit and Accountability Council Committee on February 20, 2018 as a consent pre-solicitation item. The Request For Proposals was released on February 26, 2018 and advertised in the San Antonio Express News, TVSA and on the City’s website. Three proposals were received on March 28, 2016. Representatives from the Aviation Department and the Airport Advisory Commission evaluated the proposals based on published criteria: experience, background and qualifications (40 points); proposed plan (25 points); price (15 points) and Disadvantaged Business Enterprise Program (20 points). All three proposals were scored and selected for consideration of City Council. This item was presented to the Audit and Accountability Council Committee on October 16, 2016 as a consent post-solicitation item. The three firms are Alamo 1, CG Environmental and SWS.

 

The Aviation Department’s Small Business Section has reviewed and approved the Disadvantaged Business Enterprises (DBE) Good Faith Effort Plan submitted by the three firms. The DBE goal for this contract was set at 6.76% and all three firms committed to exceed the goal.

 

 

ISSUE:

 

This Ordinance will authorize three professional services agreements with Alamo 1, CG Environmental and SWS for outside on-call environmental remediation services for the San Antonio Airport System. The consultants will provide emergency and non-emergency services to respond to sewer and water overflows, fuel spills, soil conditions and other similar environmental issues on airport property. The initial term of each agreement is three years with the option to extend for two, one-year periods. The contract value for each agreement shall not exceed $1.5 million over the five year period.

 

 

ALTERNATIVES:

 

An alternative option is to submit a request for qualifications per individual project and select a firm based on their qualified experience in working with similar projects. To solicit for services on a per-project basis would adversely affect the timely development of projects and funding.

 

 

FISCAL IMPACT:

 

No funds are appropriated by this action. Funding for these agreements will be identified from appropriations including, but not limited to, Airport Operating & Maintenance Fund and airport capital improvement funds.

 

Each of these agreements shall have a value not to exceed $1,500,000.00 over the potential five-year term under the same terms and conditions at the City’s discretion. Expenditures for these services are subject to available funding and are authorized by individual capital project budgets at the time work is requested or project funds are appropriated through ordinance. The City will make no minimum guarantee pertaining to the volume of work which may be expected from each consultant.

 

 

RECOMMENDATION:

 

Staff recommends authorization of three professional services agreements with Alamo 1, CG Environmental and SWS for outside on-call environmental remediation services for the San Antonio Airport System.
