SUBJECT:  Contract Award:  Harlandale Park Basketball Canopy

 

 

 

SUMMARY:

 

An ordinance for the Harlandale Park Basketball Canopy project, a 2017-2022 Bond Program funded project located in Council District 3, accepting the lowest responsive bid and awarding a construction contract in the amount of $206,054.00 to Industrial Construction Co.

 

 

BACKGROUND INFORMATION:

 

The approved 2017-2022 Bond Program included $350,000.00 for Harlandale Park improvements.  This project provides for installation of a pre-engineered metal canopy over the existing basketball court at Harlandale Park.  The canopy will provide protection from the elements and electrical lighting for extended day play and security.  Additionally, this project will provide a bike rack and drinking fountain at the existing basketball court.  Two separate public input meetings were held in September 2017 and April 2018 to gather feedback from the public for the Harlandale Park Project.

 

Construction is anticipated to begin in November 2018 and estimated to be completed by April 2019.

 

Procurement of Services

 

This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans also were available to potential bidders at the office of CFZ Group, LLC, located at 7410 John Smith Drive, Suite 208, San Antonio, TX 78229 and were sent to several local plan rooms.  Bids were opened on September 18, 2018 and seven (7) bids were received. Of these, Industrial Construction Co. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African-American Business Enterprise (AABE) subcontracting goal. Industrial Construction Co. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance is for the Harlandale Park Basketball Canopy project, a 2017-2022 Bond-funded project located in Council District 3, accepting the lowest responsive bid and awarding a construction contract in the amount of $206,054.00 to Industrial Construction Co.

 

This project will provide for the installation of a pre-engineered metal canopy over the existing basketball court with lighting as well as installation of a bike rack and drinking fountain. 

 

Project construction is anticipated to begin in November 2018 and estimated to be completed by April 2019. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $206,054.00 payable to Industrial Construction.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $206,054.00 to Industrial Construction Co. for construction of the Harlandale Park Basketball Canopy Project.
