SUBJECT:

 

Agreement with TxDOT Rock ‘n’ Roll Marathon Temporary Closures

 

 

SUMMARY:

 

An ordinance authorizing the negotiation and execution of an Agreement with the Texas Department of Transportation (TxDOT) allowing temporary street closures of specified state rights-of-way along the San Antonio Rock ‘n’ Roll Marathon and 1/2 Marathon routes.  The term of the agreement is for one (1) year with an option to extend for four (4) additional years, including a process to change marathon routes. 

 

 

BACKGROUND INFORMATION:

 

On December 1, 2018 and December 2, 2018, the City will be co-sponsoring the annual San Antonio Rock ‘n’ Roll Marathon and 1/2 Marathon which attracts over 30,000 participants in addition to thousands of volunteers and spectators. In order to ensure a safe environment for all participants, the closure of various roadway segments is required.

 

The most recent agreement with TxDOT was approved by City Council in November 2013 through Ordinance 2013-11-07-0752 with a term of five years, expiring in November 2018.

 

 

ISSUE:

 

This ordinance authorizes the negotiation and execution of an agreement with TxDOT for the temporary street closures of state rights-of-way at various locations on Saturday, December 1, 2018 and Sunday, December 2, 2018 from 4:30 a.m. to 3:00 p.m.

 

Closures will be occurring at the following intersections:

 

                     Southbound: IH 35 lower level at Lexington

                     Southbound: IH 35 upper level at Brooklyn/McCullough

                     Northbound: IH 35 lower level at Quincy/N. St. Mary’s Street

                     Northbound: US Hwy 281 at St. Mary’s Street

                     Southbound: IH 35 at Houston/W. Commerce Street

                     Southbound: IH 35 at Cesar Chavez/Downtown

                     Northbound: IH 35 at Alamo/Downtown

                     Southbound: IH 35 at Alamo/Downtown

                     Northbound: IH 37 upper level at Cesar Chavez/Alamo Street

                     Southbound: IH 37 at Cesar Chavez/Alamo Street

                     Northbound: 368 Exit/Newell Avenue from Newell Avenue to Right Turn Only

                     Northbound/Southbound: 368 Exit/Broadway Street from E. Mulberry Avenue to E. Josephine Street

                     Northbound/Southbound Access: Alternate lane closures on Broadway Street from E. Mulberry Avenue to E. Josephine Street

 

TxDOT policy requires authorization for temporary closures of state-maintained roadways to be formally granted by an agreement with governmental jurisdictions impacted by the temporary road closures. 

 

Transportation and Capital Improvements (TCI), in coordination with Center City Development & Operations (CCDO) and San Antonio Police Department (SAPD), has developed the traffic control plan which will be used during the temporary street closures.  SAPD will be responsible for directing traffic along the detour route.

 

City Council action will authorize the agreement with TxDOT to ensure the temporary street closures from 4:30 a.m. to 3:00 p.m. on December 1, 2018 and December 2, 2018 as well as authorize permission for future San Antonio Rock ‘n’ Roll Marathon and 1/2 Marathon events to have closures over the next five years on TxDOT roadways.  

 

Changes in future routes will be handled through an amendment to this contract by the City Manager or his/her designee. TxDOT does not require City Council authorization for amendments to Temporary Closure Agreements.

 

 

ALTERNATIVES:

 

City Council could choose not to approve this agreement; however, it would not permit the temporary street closures on state rights-of-way resulting in an unsafe environment for San Antonio Rock ‘n’ Roll Marathon and 1/2 Marathon participants.

 

 

FISCAL IMPACT:

 

There is no fiscal impact associated with this agreement.  TxDOT does not assess a fee for these street closures.

 

 

RECOMMENDATION:

 

Staff recommends approval of the temporary street closures agreement between TxDOT and the City of San Antonio for the closure of various TxDOT roadway segments on Saturday, December 1, 2018 and Sunday December 2, 2018 for the San Antonio Rock ’n’ Roll Marathon and 1/2 Marathon.
