City Council District 7 Comprehensive Senior Center Extension and Amendment

 

SUMMARY:

 

This ordinance authorizes the execution of a first extension to the Financing and Joint Use Agreement with WellMed Charitable Foundation, with two one-year renewal options for the Doris Griffin Comprehensive Senior Center located in Council District 7 in the annual amount of $210,995.00. Funding for this agreement is included in the Human Services Fiscal Year 2019 General Fund Adopted Budget.

 

 

BACKGROUND INFORMATION:

 

The City's Senior Services Program annually provides services to 32,000 seniors 60 years and above. Services include a midday meal in a congregate setting, as well as health and wellness activities, exercise, arts, computer instructions, nutritional education, case management and social activities. The program serves approximately 2,700 meals daily, Monday through Friday, at the City's Senior Centers and Nutrition Sites located throughout the community.

 

The City operates 10 comprehensive senior centers, 8 senior nutrition sites and partners with community agencies to provide senior nutrition programs at 35 nutrition sites. These partnerships provide optimal access to senior nutrition services by utilizing vendor and volunteer contracts.

 

In Fiscal Year 2013, the City Council approved a partnership for the development of a new comprehensive senior center in Council District 7.  DHS issued a Request for Proposal (RFP) to identify a co-operator to jointly provide services at the new senior center.  WellMed Charitable Foundation was the only respondent and was selected as the City’s partner.

 

On August 8, 2013, City Council approved a contract with WellMed Charitable Foundation to co-locate and jointly provide comprehensive senior services.  In August 2013, City Council authorized an agreement with WellMed Charitable Foundation for a 5-year term through September 30, 2018 with two one-year options to extend.  The District 7 Doris Griffin Comprehensive Center, located at 6157 NW Loop 410, opened on December 14, 2014.

 

 

ISSUE:

This ordinance authorizes the execution of the first extension to the Joint Use Agreement for the District 7 Doris Griffin Comprehensive Senior Center, and amendments to extend the term through September 30, 2020 with renewal options for an additional two years, subject to review by the City Attorney’s Office and funding appropriation by City Council.

 

Through this agreement, WellMed Charitable Foundation and the City of San Antonio jointly operate and manage the Doris Griffin Comprehensive Center with WellMed retaining the facility lease, responsibility for procurement related to shared operational costs, and health related services.  The Department of Human Services provides congregate meals, computer classes, exercise, dance therapy, and case management. In Fiscal Year 2019, DHS anticipates serving over 5,000 registered seniors and 49,000 congregate noon meals at the Doris Griffin Comprehensive Senior Center.

 

 

ALTERNATIVES:

 

If this contract extension is not approved, DHS would need to identify a new partner or additional resources to continue current operations and activities at the Center.  A new partnership may require re-location of the Center to a new location in District 7.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amendment to the Financing and Joint Use Agreement for the District 7 Comprehensive Senior Center with WellMed Charitable Foundation, to include $210,995.00 for shared center operation costs and an amended term through September 30, 2020 with an option to renew for an additional two years, subject to funding appropriation by City Council. Funding for this agreement is included in the Human Services FY 2019 General Fund Adopted Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the amendment to the Financing and Joint Use Agreement between the City of San Antonio and WellMed Charitable Foundation to continue providing comprehensive senior services.
