Amendment to SEP-HCP Application 18-003 - COSA PARD Salado Creek Greenway Trail

LOCATION:
This project is located within the Eisenhauer Park, Camp Bullis, and Dominion Acres areas and is located within the city limits of San Antonio. The COSA PARD Salado Creek Greenway Trail project is located immediately north of Loop 1604 at Salado Creek, approximately 0.3 miles west of W Bitters Rd/Rogers Ranch, the easement extends along Salado Creek northwest to the southern boundary of Camp Bullis, where it then extends south across NW Military Hwy and terminates at the entrance of Eisenhower Park, in Bexar County, Texas.

The project will consist of the development of a trail system, and the Applicant has requested to participate in the SEP-HCP to mitigate impacts to the SEP-HCP Covered Species from construction activities. The draft mitigation determination detailing the project is attached and a summary of the mitigation needs is included below. Original approval of this application occurred on February 27, 2018; since then, the scope of the project has expanded with an additional 0.76 acres of enrollment area. As such, the Coordinating Committee must consider the amendment.

No acres of golden-cheeked warbler (GCW) habitat occur within the project area and approximately 173 acres of GCW habitat within 300 feet of the proposed trail. Per direct coordination with U.S. Fish & Wildlife Service (USFWS) regarding the mitigation requirements for the GCW, the COSA PARD Salado Creek Greenway Trail will require a total of 0 GCW conservation credits (direct impacts at 2 credits:1 acre mitigation ratio = 0 conservation credits and indirect impacts at 0.5 credits:1 acre mitigation ration = 0 conservation credits).
