Contract Award: Stinson Airport Parking Lots

 

 

SUMMARY:

 

An ordinance for the Stinson Airport Parking Lots project, an Aviation Department Capital Improvement funded project, located in Council District 3, accepting the lowest responsive bid with an additive alternate and awarding a construction contract in the amount of $558,900.00, to Pronto Sandblasting and Coating and Oil-Field Service Company, Inc.; and, appropriating $102,400.00 from the Stinson Airport Revolving Fund.

 

 

BACKGROUND INFORMATION:

 

Project Background

Stinson Municipal Airport is the second oldest general aviation airport in continuous operation in the United States.  As a primary reliever for general aviation traffic in San Antonio, Stinson is appealing to operators of light aircraft, individuals, and private aviation companies.  Stinson is conveniently located only six miles south of San Antonio's downtown central business district, as well as, the Riverwalk.  Convenient access to all of San Antonio's major highways puts the majority of industrial and business centers within minutes of this airport.  Being close to downtown and easily accessible to many amenities also makes Stinson Airport the airport to reach the area's convention centers, major attractions, and theme parks.  The Stinson Airport currently has one parking area that provides 61 parking spaces. The Stinson Airport Parking Lot Project includes the upgrade of the existing parking lot that currently provides 61 parking spaces and construction of a new adjacent parking lot to provide an additional 113 parking spaces for a total of 174 parking spaces once completed. 

 

Procurement of Services

This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans also were available at the bidding opportunities website.  Bids were opened on June 26, 2018 and nine (9) bids were received. Of these, Pronto Sandblasting and Coating and Oil-Field Service Company, Inc. submitted the lowest responsive bid. .

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise subcontracting goal. Pronto Sandblasting and Coating and Oil-Field Service Company, Inc., has committed to 25% M/WBE and 2% AABE subcontractor participation.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance for the Stinson Airport Parking Lots project, an Aviation Department Capital Improvement funded project located in Council District 3, accepting the lowest responsive bid with additive alternate and awarding a construction contract in the amount of $558,900.00 to Pronto Sandblasting and Coating and Oil-Field Service Company, Inc. for the demolition, asphalt installation, and site work. 

 

For this project, scope will begin with some demolition of existing surface and erosion control.  Improvements entail upgrading the existing parking area with asphalt and striped spaces, to include mandatory handicapped spaces and construction of an additional adjacent parking lot.  The project work also will include curbed medians with concrete sidewalks, lighting, vegetation, and concrete drives for parking access.  A landscaped plaza also will be constructed to tie in both parking areas on either side to provide connectivity and airport access, as well as, access to a proposed hike and bike trail.  The Plaza will be hardscaped with planting, lighting, and irrigation.  Landscaped planting will consist of trees, shrubs, and ground cover.  The additive alternate included as part of this contract includes providing density Buffalo grass sod in lieu of hydro-mulch.  Project construction is anticipated to begin in December 2018 and estimated to be completed in April 2019.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure accepting the lowest responsive bid with additive alternate and awarding a construction contract in the amount of $558,900.00 payable to Pronto Sandblasting and Coating and Oil-Field Service Company, Inc.  Funds are available from the Airport Improvement & Contingency Fund and are included in the 2019-2024 Capital Improvement Program Budget. If approved, this action will also appropriate funds in the amount of $102,400.00 to this Project from the Stinson Airport Revolving Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid with an additive alternate and awarding a construction contract in the amount of $558,900.00, to Pronto Sandblasting and Coating and Oil-Field Service Company, Inc. for site work construction for improvements to Stinson Airport Parking Lots project.
