SUBJECT:

Construction Contract Award for the Terminal B Dumpster, Stormwater, Recycling, and Sanitary Improvements Project


SUMMARY:

This Ordinance awards a construction contract to Davila Construction, Inc. (Davila) for the Terminal B Dumpster, Stormwater, Recycling and Sanitary Improvements project at the San Antonio International Airport in the amount of $248,830.00, previously authorized and appropriated from the Airport Improvement and Contingency Fund.


BACKGROUND INFORMATION:

In a dedicated external area of Terminal B, next to airline lease space, the floor drain is continually blocked causing rainwater, effluent and debris to flow towards the lease space of the airline as well as to the storm water drains on the airfield apron. This project will improve the drainage of the liquid wastes to reduce odors in the area and improve the access for personnel to the cardboard recycling and compactor area; install a ramp and platform for loading and unloading of trash and recyclables; install a washdown system to address liquid waste that collects and degrades the floor; and, eliminate the drop-off of garbage outside of the dumpster. The selected contractor will also be required to be compliant with the Airport System's Storm Water Pollution Prevention Plan and the Multi-Sector General Permit required by the Texas Commission on Environmental Quality.

Solicitation Process
An Invitation For Bids was released on July 27, 2018 and advertised on the City's website, TVSA and Hart Beat. Bids were opened on September 18, 2018. Weston Solutions, Inc., the design engineers, reviewed the three bids and determined that Davila Construction, Inc. was the lowest responsive bidder.
