SUBJECT:

Contract Term Extensions for On-Call General Engineering Consulting Contracts for the San Antonio Airport System.


SUMMARY:

This ordinance will authorize extensions to the contract term of the professional services agreements with AECOM Technical Services, Inc. and Reynolds, Smith & Hills, Inc. for on-call general engineering consulting services for the San Antonio Airport System to increase the contract term for up to an additional six months. The agreements expire on December 5, 2018 and the extensions will allow the airport system to access these services until the new agreements are approved by City Council. This action will not increase the contract value for either agreement from the approved value of $5,750,000.00.


BACKGROUND INFORMATION:

In December 2013, City Council authorized professional service agreements with AECOM (formally the URS Corporation) and RS&H through Ordinance No. 2013-12-05-0856 for on-call GEC services for the airport system. The firms provide both airports with on-call planning, engineering, architectural, and project/construction management consulting services for capital improvement projects including the comprehensive airport building assessment; Airport Rescue Firefighting facility roof and wall repairs; Terminal A security checkpoint expansion; blast fence pet relief areas; Perimeter Road reconstruction construction; and, airfield and Perimeter Road pavement condition index requirement of the Federal Aviation Administration. Each contract has a value of $5,750,000.00 and will expire on December 5, 2018.

A solicitation for new on-call GEC agreements was issued this summer and a City Council action is anticipated in February 2019. These amendments will provide gap coverage until the new on-call GEC agreements are approved by City Council.
