Amendment to Existing Funding Agreement for Guadalupe Cultural Arts Center Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance authorizing an amendment to the existing funding agreement with the Guadalupe Cultural Arts Center in an amount not to exceed $450,000.00 for the Guadalupe Cultural Arts Center Project, a 2017-2022 Bond Funded Project located in Council District 5. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, San Antonio voters approved the 2017-2022 Bond Program, consisting of six propositions totaling $850 million.  The Bond Program funds will be used on various capital improvements projects throughout the city.  As part of the Program, $450,000.00 was approved for continued improvements to the Guadalupe Cultural Arts Center.  The Guadalupe Cultural Arts Center (GCAC) is a non-profit, community-based organization located at 1300 Guadalupe Street.  Since its founding in 1980, the GCAC’s mission has been to preserve, promote and develop the arts and culture of the Latino/Native American heritage through multi-disciplinary programming, such as dance, literature, media, theatre, visual arts and music.   

 

The 2017 Bond Guadalupe Cultural Arts Center Project provides for continued improvements to the interior of the GCAC facility.  Work will encompass the completion of first floor interior renovations which includes expanding gallery space, adding restrooms, adding electrical power, lighting, heating, ventilation and air-conditioning (HVAC), staging and archival spaces and associated work. Project construction will begin in March 2019 and is estimated to be completed in September 2019.

 

Procurement of Services

This amendment will adhere to the original agreement and commits to the original Small Business Economic Development Advocacy (SBEDA) Program Goals set forth by the Goal Setting Committee of a 25% Small Business Enterprise (SBE) subcontracting Goal and a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal.

 

Previous Council Action

City Council previously approved a funding agreement and lease agreement with the Guadalupe Cultural Arts Center through Ordinance 2013-09-05-0585 for renovations to the GCAC Pharmacy building.  On May 21, 2015 through Ordinance 2015-05-21-0443, City Council approved an amendment to the previously executed funding agreement with Guadalupe Cultural Arts Center removing the requirement for GCAC to raise additional funds.

 

 

ISSUE:

 

This ordinance authorizes an amendment to the existing funding agreement with the Guadalupe Cultural Arts Center in an amount not to exceed $450,000.00 for the Guadalupe Cultural Arts Center Project, a 2017-2022 Bond Funded project located in Council District 5.

ALTERNATIVES:

 

City Council could choose not to approve this amendment; however, this would adversely affect the timely completion of the project and delay the center’s services to the public. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount not to exceed $450,000.00 for the Guadalupe Cultural Arts Center Project, a 2017-2022 Bond funded project.  Funds are included in the FY 2019 - FY 2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to authorize this amendment to the existing funding agreement with the Guadalupe Cultural Arts Center in an amount not to exceed $450,000.00 for the Guadalupe Cultural Arts Center Project.
