SUBJECT:

Construction Contract for the Espada Trail Connection

SUMMARY:

This ordinance accepts the lowest qualified bid and awards a construction contract, including an additive alternate, to J. Sanchez Contracting and authorizes payment in the amount of $2,615,850.21 to perform construction work in connection with the Espada Trail Connection project located in Council District 3. Funding for this project is available from the Sales Tax Proposition 2 Linear Creekway Parks and included in the FY 2019 Capital Budget.

BACKGROUND INFORMATION:

This ordinance authorizes a construction contract with J. Sanchez Contracting for the Espada Trail Connection project.  Design work was performed by Vickrey Associates, Inc.  The Espada Trail Connection project consists of a new trailhead parking area and trail connection between the Medina River Greenway Trail System at Mission Del Lago Golf Course and the San Antonio River Trails System at Mission Espada.  The trail connection will be 10 feet wide, 3.1 miles long with an additive alternate of .85 miles of trail, and built with concrete.  The trailhead will include trailhead amenities such as signage, emergency call boxes, and minor landscaping.

The proposed project is part of a growing network of interconnected hike and bike trails now known as the Howard W. Peak Greenway Trails system, which is funded through sales tax initiatives approved by voters in 2000, 2005, 2010, and 2015.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.

The Request for Low Qualified Bids was advertised the third and fourth weeks of September and the first week of October 2018 in the Hart Beat, the Texas Electronic State Business Daily, the City’s website, and announced on the City’s public access station TVSA.  Twelve (12) bids were received.  After reviewing the bidders’ qualifications and conducting interviews, J. Sanchez Contracting was selected with the lowest qualified bid of $2,615,850.21.  A standard construction contract will be executed and a summary of the bids is shown on Exhibit 1.  It is anticipated that construction will begin in January 2019 and will be completed by summer of 2020.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. J. Sanchez Contracting is a small, minority-owned firm that will be self-performing the 24% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal and has committed to satisfying the 3% African American Business Enterprise (AABE) subcontracting goal.

This ordinance accepts the lowest qualified bid and awards a construction contract, including an additive alternate, to J. Sanchez Contracting and authorizes payment in the amount of $2,615,850.21 to perform construction work in connection with the Espada Trail Connection project located in Council District 3. ALTERNATIVES:

As an alternative, City Council could choose not to award this construction contract. However, re-bidding this project is not recommended as this would not guarantee lower bids and would delay the start of construction for this project.

FISCAL IMPACT:

This ordinance authorizes one-time capital improvement expenditure in the amount of $2,615,850.21 payable to J. Sanchez Contracting for the Espada Trail Connection project located in Council District 3.  Funding for this project is available from the Sales Tax Proposition 2 Linear Creekway Parks and included in the FY 2019 Capital Budget.  Funding for the operation and maintenance of the city-wide greenway trail system is submitted annually as part of the General Fund budget process as trail miles are completed.
