SUBJECT: 2018-2019 Task Order Contracts for Pavement Markings Packages A & B

 

 

SUMMARY:

 

Consideration of the following citywide roadway markings contracts totaling $5,010,883.80 to complete the pavement markings projects identified in the FY 2019 Infrastructure Management Program (IMP):

A.                     An ordinance accepting the lowest responsive bid and awarding the 2018-2019 Pavement Markings Task Order Contract Package A to M & M Stripping  & Power Washing, LLC in an amount not to exceed $2,555,452.30.

 

B.                     An ordinance accepting the lowest responsive bid and awarding the 2018-2019 Pavement Markings Task Order Contract Package B to Flasher Limited in an amount not to exceed $2,455,431.50.

 

 

BACKGROUND INFORMATION:

 

On September 13, 2018, City Council approved $5.65 million in the FY 2019 Adopted Budget for the maintenance of citywide pavement markings. The approved funding will provide approximately 240 additional centerline miles of pavement markings upon the completion of the FY 2019 IMP. TCI is utilizing the remaining FY 2019 program funds to complete prior approved contracts.

 

The task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2019 IMP with additional projects to materialize throughout the contract term and which can be completed within previously authorized contract capacity. Work activities will be allocated in the form of task orders as availability of funds is identified.

 

Procurement of Services

A.                     The 2018-2019 Pavement Markings Task Order Contract Package A was advertised for construction bids in August 2018 in the San Antonio Hart Beat, the City of San Antonio Bidding and Contracting Opportunities website, CI2VCAST electronic bidding site, Texas Electronic State Business Daily and on TVSA, The City's Government access channel and through the TCI Small Business Office. Bids for Package A were opened on September 18, 2018 with four bids received.  M & M Stripping & Power Washing, LLC was the lowest responsive bidder.

 

B.                     The 2018-2019 Pavement Markings Task Order Contract Package B was advertised for construction bids in August 2018 in the San Antonio Hart Beat, the City of San Antonio Bidding and Contracting Opportunities website, CI2VCAST electronic bidding site, Texas Electronic State Business Daily and on TVSA, The City's Government access channel and through the TCI Small Business Office. Bids for Package B were opened on September 25, 2018 with four bids received.  Flasher Limited was the lowest responsive bidder.

 

These contracts will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 36% Small Business Enterprise (SBE) subcontracting goal.  M & M Striping & Power Washing, LLC and Flasher Limited have both committed to the SBEDA subcontracting goal.

 

These construction contracts were developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes two pavement markings task order construction contracts with M & M Striping & Power Washing, LLC in an amount not to exceed $2,555,452.30 for Package A; and Flasher Limited in an amount not to exceed $2,455,431.50 for Package B. 

 

These task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2019 - FY 2024 Infrastructure Management Program (IMP) with additional projects to materialize throughout the contract term and which can be completed within previously authorized contract capacity. Work activities will be allocated in the form of task orders as availability of funds is identified.

 

Existing pavement markings (vehicle lanes, bicycle lanes, crosswalks, stop bars, etc.) within the project limits will be maintained with these specific task order contracts.

 

Potential funding sources for individual work orders include, but are not limited to, the General Fund’s Neighborhood Access and Mobility Program (NAMP), the Advanced Transportation District (ATD) Fund, and/or other funding sources.

 

 

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these pavement markings projects would be to utilize City forces. However, the equipment required for this type of work is not available in-house, and completing long lane line markings of this volume with existing staff workload is not feasible.

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this action. Work activities will be allocated in the form of task orders as availability of funds is identified. Funding is available and included in the FY 2019 Capital Improvements Program (CIP). Potential funding sources include, but are not limited to, the General Fund, Neighborhood Access and Mobility Program (NAMP) funds, the Advanced Transportation District (ATD) Fund, and/or other funding sources.

 

If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.  The City makes no guarantees on the volume of work distributed.

 

RECOMMENDATION:

 

Staff recommends the approval of two pavement marking contracts in the amount of $5,010,883.80 for roadway pavement markings included in the FY 2019 - 2024 Capital Improvements Program and identified in the FY 2014 - 2024 Infrastructure Management Program.
