Contract Award: Parking Space Indicator System in the Long-Term Parking Garage at San Antonio International Airport

 

SUMMARY:

An ordinance awarding a construction contract in an amount not to exceed $3,291,476.00 to Park Assist, LLC for the construction of a new Parking Space Indicator System at the Long Term Garage at San Antonio International Airport (SAT), an Airport Improvement & Contingency funded project.

 

 

BACKGROUND INFORMATION:

 

The San Antonio Airport System (SAAS) is continuously looking for ways to improve the customer experience through infrastructure improvements. In the past year, the airport system has replaced its wayfinding campus-wide; improved roadway striping; remediated deteriorated roads; and opened the Consolidated Rental Car Facility (ConRAC), which houses a new short-term parking garage. The short-term parking garage received a new parking space indicator system that clearly shows incoming passengers where available parking spaces are, which decreases dwell time in the garage looking for parking, reduces vehicle emissions and enhances the customer experience. The positive feedback from short-term parking garage patrons supported the effort to expand this program into the long-term parking garage. 

 

The new parking space indicator system will provide accurate vehicle count and disseminate space availability information at the long term parking garage and two adjacent surface parking lots; the Long-term Surface Parking Lot and the Consolidated Rental Car Facility Surface Parking Lot. Park Assist’s M4 System will use a camera-based smart-sensor system to track vehicles and parking spaces in the long-term garage. Wireless sensors complementing the M4 system will be installed at the entrance and exit of each on the two adjacent surface lots to track vehicles and parking spaces. All of the vehicle detection data will flow into the central Park Assist core server for seamless management of the long term parking garage and the two adjacent surface parking lots, and will provide customized reporting capability for real-time and historic parking availability information

 

The parking space indicator system will provide a “find your vehicle” application and a video surveillance feature which will enable SAAS to monitor and locate vehicles throughout the long-term garage.  In seconds, the system searches the database of currently parked vehicles to locate the desired license plate. The parking space indicator system’s physical components will match existing way-finding signage style throughout the campus and other parking facilities, and is compatible with the parking space indicator system installed in the short-term parking garage. The year-long multi-phase installation is anticipated to begin in January 2019. The installation of the parking space indicator system will require various parking lane closures while maintaining continuous parking operation.  To minimize impact to motorists, the completion of the work will be conducted in phased sections to accommodate the installation, testing and activation of the parking space indicator system.

 

Procurement of Services

A Request for Competitive Sealed Proposals (RFCSP) was released in March 2018 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, and on TVSA.  Responses were due on May 8, 2018, and three responsive submittals were received. A selection committee consisting of representatives from the City Manager’s Office, Transportation & Capital Improvements, Aviation Department and the Aviation Advisory Commission evaluated and ranked the submissions and scored the proposals. Scoring was based on the published evaluation criteria, which included evaluation of experience, background, qualifications of firm, key personnel, and key sub-consultants; understanding of the project and proposed management plan; price proposal; respondent’s experience with San Antonio region issues and past experience with City of San Antonio contracts; SBE Prime Contract Program and M/WBE Prime Contract Program.

 

The Goal Setting Committee applied the Small Business Enterprise Prime Contract Program with  (10) evaluation preference points, the Minority/Women Business Enterprise Program with (10) evaluation preference points, a 12% Minority/Women Business Enterprise Subcontracting goal and a 1% African-American Business Enterprise Subcontracting goal. Park Assist, LLC has committed to meeting these goals.

 

ISSUE:

This ordinance authorizes a construction contract in an amount not to exceed $3,291,476.00, to Park Assist, LLC to construct a new Parking Space Indicator System at the Long-Term parking garage.  

 

ALTERNATIVES:

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project. 

 

FISCAL IMPACT:

This is a one-time capital improvement expenditure in the amount not to exceed $3,291,476.00 payable to Park Assist LLC. Funds are available from previously authorized Airport Improvement & Contingency funds and the project is included in the FY 2019 - 2024 Capital Improvements Program.       

 

RECOMMENDATION:

Staff recommends approval of this ordinance authorizing a construction contract in an amount not to exceed $3,291,476.00 to Park Assist, LLC for the Parking Space Indicator System project in the long-term garage.
