SUMMARY:
This ordinance authorizes acceptance of an offer from Houston Freightliner, Inc., to provide thirteen replacement Brush Trucks with Grappler Loaders for a total cost of $2,409,242.66. Funding for this purchase is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is an offer to provide thirteen replacement brush trucks with grappler loaders for a total cost of $2,409,242.66.
Eleven of the brush trucks with grappler loaders will used by the Solid Waste Management Department for curbside brush and bulky collection from City residents. The two remaining replacement units will used by Transportation & Capital Improvements Department for removing debris from stormwater culverts. There are currently 50 brush trucks with grappler loaders in the City’s fleet.
ISSUE:
This contract will provide the City with thirteen replacement brush trucks with grappler loaders. The Solid Waste Management Department will receive eleven replacement units and the Transportation & Capital Improvements Department will receive two replacement units. The replacement of these units is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program.
These units will be purchased from Houston Freightliner, Inc. utilizing the Houston-Galveston Area Council of Governments (HGAC) cooperative purchasing agreement passed through Resolution 96-41-48 dated October 10, 1996.
The brush truck’s cab and chassis have a two year warranty, the engines have a two year warranty, the transmissions have a three year warranty, and the grappler bodies have a one year warranty. The life expectancy for these trucks is 96 months.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The brush trucks with grappler loaders scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced. The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage. This could impact the City’s ability to provide essential services to the residents of San Antonio.
