SUBJECT: Federal Update: 116th Congress Legislative Program and 2018 Federal Representation Services Requests for Proposal

On December 12, the Intergovernmental Relations Council Committee will receive a briefing on the City's 116th Congress Legislative Program development and the 2018 Federal Representation Services Request for Proposal (RFP).
116th Congress Legislative Program
A new session of Congress begins on January 3, 2019. The Federal Legislative Program is designed to be strategic and impactful, align with the priorities of the San Antonio community and help provide needed city infrastructure. The legislative program provides direction to Government and Public Affairs (GPA) staff and consultants on the City's federal priorities for 2019-2020.
The development of the new Federal Program was launched in September 2018 in collaboration with City Departments and the City's federal consultant team. GPA staff is collaborating with the National League of Cities, the U.S. Conference of Mayors, San Antonio Congressional Delegation and community partners to identify issues important to the San Antonio community. Furthermore, the priorities and initiatives included in the final proposed Federal Legislative Program are developed with the input of the Intergovernmental Relations Committee.
The proposed Federal Legislative Program will be comprised of the following categories: Priorities, Legislative Issues, Agency Initiatives and Partnerships. The following priorities will be presented on December 12:
