SUBJECT:   Contract Award:  Stablewood Farms Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid with three additive alternates and awarding a construction contract in the amount of $236,895.84 to Industrial Construction Co., for the Stablewood Farms Park Project, a 2017-2022 Bond project located in Council District 4. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, the City approved the 2017-2022 Bond Program authorizing $400,000.00 for the Stablewood Farms Park Project located in District 4.  The base bid and three alternates which include a standard picnic unit, ADA picnic unit and drinking fountain are being accepted.  This project provides for the installation of a pre-engineered metal canopy over the existing basketball court, accessible parking, portable lavatory enclosure, trash/recycle cans, picnic units, a water fountain and a sidewalk at Stablewood Farms Park.  The canopy will provide protection from the elements and electrical lighting for extended day play and security.  The lavatory enclosure and water fountain will provide sanitary facilities and drinking water for park users.  Two public meetings were held on September 2017 and February 2018 to gather community input for the project. 

 

Project construction is anticipated to begin February 2019 and estimated to be completed August 2019.

 

Procurement of Services

This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans were also available at the bidding opportunities website.  Bids were opened on October 23, 2018 and seven (7) bids were received. Of these, Industrial Construction Co., submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African-American Business Enterprise (AABE) subcontracting goal.  Industrial Construction has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

City Council could choose not to award this contract and request staff to re-advertise this project; however, time required for another solicitation process would adversely affect the timely completion of the project.

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $236,895.84 payable to Industrial Construction Co.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $236,895.84 to Industrial Construction Co., for construction of the Stablewood Farms Park Project.
