SUBJECT:

Authorizing a contract with Dr. Fretorry Rogers for in-house spay/neuter services.


SUMMARY:

An Ordinance authorizing a contract in an amount up to $100,000.00 with Dr. Fretorry Rogers to provide veterinary in-house surgical services for a term of January 1, 2019 through September 30, 2019 with the option of three (3) one-year renewals. Approximately 4,000 spay and neuter surgeries will be performed under this contract annually.


BACKGROUND INFORMATION:

Sterilizing pets through spay/neuter surgeries is key in controlling the stray and roaming animal population in San Antonio. Over 60,000 spay/neuter surgeries are performed annually through the collaboration of many community partners including the City of San Antonio Animal Care Services Department (ACS). In FY 2019, approximately 45,000 of those surgeries will be financially supported by ACS including free or low-cost surgeries available to pets of San Antonio residents. These surgeries are performed by ACS partners at local spay/neuter clinics and by ACS at the City's ACS main adoption center.

The ACS main adoption center clinic operates seven days a week maintaining the shelter health of pets in our care and preparing pets via spay/neuter and specialized surgeries for live release placement through adoption or transfer to ACS rescue groups. Retaining the services of high-volume surgery providers allows ACS to maintain maximum daily operations of performing between 17,000 and 19,000 spay/neuter and specialized surgeries in-house annually by our Staff and Contract Veterinary team.

The City issued an on-going Request for Application (RFA) in August 2017 soliciting applications for qualified and experienced candidates for Contract Veterinarians at ACS.
