SUBJECT:

Cement Waterproofing at Nelson W. Wolff Stadium

SUMMARY:

This ordinance authorizes an appropriation of funds and an acceptance of a contract with J. Reynolds and Co., Inc. to provide all labor, material and equipment to provide a cement waterproof coating at Nelson W. Wolff Stadium for the Convention and Sports Facilities Department for a total cost of $488,073.00, from the Wolff Stadium Capital Improvement Funds.

BACKGROUND INFORMATION:

Nelson W. Wolff Stadium is home to the San Antonio Missions Baseball Club, Inc.  The Club is preparing to advance in professional baseball from a Double-A League to a Triple-A Pacific Coast League beginning in April 2019. Stadium improvements are necessary to comply with Pacific League standards.  The existing concrete on the concourse and bleacher seating areas has begun to deteriorate causing cracks in the concrete resulting in water leaks to the lower levels of the stadium.  The concourse and bleacher seating areas are directly above the concession stands and walkways where pedestrians walk through before entering the seating areas of the stadium. The concrete is the original concrete from when the stadium was built in 1993 and has deteriorated over time.

ISSUE:

This contract with J. Reynolds and Co., Inc. will provide all labor, material, and equipment to provide cement waterproof coating for the concourse and bleacher seating areas at Nelson W. Wolff Stadium consisting of approximately 22,500 square feet.  The Contractor will pressure wash the concrete concourse and bleacher seating areas and will use Sikaflex sealant for filling and sealing any existing cracks and joints.  The contractor will apply Sikalastic, a cement waterproof coating that will form a sealant coating on the existing concrete which will prevent further deterioration and formation of cracks.  This project will be completed by March 15, 2019.

J. Reynolds and Co., Inc. provides a five year warranty on labor and materials to begin the date of acceptance by the Convention and Sports Facilities Department. J. Reynolds and Co., Inc.  is certified as a Sika trained and authorized dealer.

This purchase is made pursuant to an Interlocal agreement with Region 8 Education Service Center’s purchasing cooperative, known as The Interlocal Purchasing System (TIPS), approved by ordinance 2009-12-10-1002, dated 12/10/2009.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is an exception to the Local Preference Program.

The Veteran-Owned Small Business Program does not apply to non-professional service contracts, so no preference was applied to this contract.

ALTERNATIVES:

Should this contract with J. Reynolds and Co., Inc. not be approved, the Nelson W. Wolff Stadium would not be able to meet the Triple-A Pacific Coast League stadium requirements for the San Antonio Missions Baseball Club, Inc.  Should the existing cracks not be repaired, additional moving cracks may form and will result in further costs to the City.
