Police Department Vehicles to Combat Aggressive Driving

 

 

SUMMARY:

 

This ordinance authorizes the acceptance of offers from Moore Dodge (Cowboy Dodge) and Silsbee Ford to provide fourteen replacement aggressive driving program vehicles to the City of San Antonio Police Department (SAPD) for a total cost of $354,872.04.  These aggressive driving program vehicles will replace existing vehicles in FY 2019 and FY 2020. The FY 2019 funding for nine (9) replacement vehicles in the amount of $226,769.02 is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget. Additional purchases from this contract would be subject to the appropriation of subsequent annual funding.

 

 

BACKGROUND INFORMATION:

 

A.  Submitted for City Council consideration and action is the attached offer to provide SAPD with eight Dodge Charger Pursuit Vehicles for a total cost of $196,932.00.  The FY 2019 purchase consists of six replacement vehicles to the City’s fleet for an estimated total cost of $147,799.00. The estimated FY 2020 purchase consists of two Dodge Charger Pursuit Vehicles in the estimated amount of $49,133.00; subject to appropriation of funds.

 

These units will be purchased from Moore Dodge (Cowboy Dodge) utilizing the Texas BuyBoard contract #521-16 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003.

 

The Texas BuyBoard Cooperative is administered by the Texas Municipal League.  All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas Statutes.       

 

B.  Submitted for City Council consideration and action is the attached offer to provide SAPD with six Ford Police Interceptor Sedans from Silsbee Ford for a total cost of $157,940.04.  The FY 2019 purchase consists of three replacement vehicles to the City’s fleet for an estimated total cost of $78,970.02.  The estimated FY 2020 purchase consists of three Ford Police Interceptor Sedans in the estimated amount of $78,970.02; subject to appropriation of funds. These vehicles will be purchased utilizing a public health or safety exemption.

 

These replacement vehicles are part of a continuing effort with the Federal Motor Carrier Safety Administration initiatives to combat aggressive driving behaviors of both passenger and commercial motor vehicle drivers.

 

The purpose of the Aggressive Driving Program is to allow the Police Department to actively enforce traffic law violations and seek out aggressive motorists who, by the nature of their driving, pose a threat to other motorists on the roadway.  The Police Aggressive Driving Vehicles are replaced at 70,000 miles in accordance with the Collective Bargaining Agreement (CBA).  The proposed recommendation complies with all requirements as set forth in the CBA.

 

 

ISSUE:

 

These contracts will provide fourteen replacement Police Aggressive Driving Program Vehicles to the City’s fleet.  These vehicles will consist of eight Dodge Charger Pursuit Vehicles and six Ford Police Interceptor Sedans that will be utilized by the San Antonio Police Department’s Aggressive Driver Program and routine law enforcement services.  Purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas. 

 

All vehicles are covered by a 36 month/36,000 miles bumper to bumper coverage warranty and five year/100,000 miles powertrain warranty. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended awards are an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to these contracts.

 

ALTERNATIVES:

 

The current Police Aggressive Driving Program Vehicles scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage.  This could impact the City’s ability to provide essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

 

This ordinance authorizes the acceptance of offers from Moore Dodge (Cowboy Dodge) and Silsbee Ford to provide fourteen replacement aggressive driving program vehicles to the City of San Antonio Police Department (SAPD) for a total cost of $354,872.04.  These aggressive driving program vehicles will replace existing vehicles in FY 2019 and FY 2020. RECOMMENDATION:

 

Staff recommends the approval of these contracts to purchase fourteen Aggressive Driving Program Vehicles from Moore Dodge (Cowboy Dodge) for a cost of $196,932.00 and Silsbee Ford for a cost of $157,940.04; for a total amount of $354,872.04.

 

These contracts were procured on the basis of a public health or safety exemption and cooperative purchasing and Contract Disclosure Forms are not required.
