SUBJECT:  On-Call Demolition and Debris Disposal Services Agreements

 

 

SUMMARY:

 
An ordinance authorizing the execution of two demolition and debris disposal services on-call agreements with Hunter Demolition and Wrecking Corporation and J.R. Ramon & Sons, Inc., each in an amount not to exceed $330,000.00 per year for a total amount not to exceed $990,000.00 for the duration of each agreement.  Each agreement is for a term of one year with an option to renew any or all of the agreements for two, one-year extensions under the same terms and conditions.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Transportation and Capital Improvements Department (TCI), through its Environmental Management Division (EMD), oversees the demolition of structures and debris disposal activities associated with the 2017 Bond Program and other City capital improvement projects.  Staff utilizes these on-call demolition contracts on an as-needed basis to assist with various projects requiring demolition.  The demolition services which may be performed through this agreement include, but are not limited, to the following:

 

                     Demolition of Residential Structures

                     Demolition of Commercial Structures

                     Removal, Transportation and Disposal of Asbestos Containing Material (ACM)

                     Removal, Transportation and Disposal of Demolition Debris

 

Procurement of Services

A Request for Competitive Sealed Proposal (RFCSP) was released on June 8, 2018.  Five firms responded and submitted their Competitive Sealed Proposal (CSP).  A selection committee made up of City staff from the TCI and Development Services evaluated and scored the CSPs based on the published evaluation criteria, which included experience, background and qualifications of firms, their subcontractors and key personnel, the firms' project approach and management plan, and the team’s experience with San Antonio region issues.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 31% Minority/Women Business Enterprise (M/WBE) and 3% African American Business Enterprise (AABE) subcontracting goals. Hunter Demolition and Wrecking Corporation and J.R. Ramon & Sons, Inc. have committed to 31% M/WBE and 3% AABE subcontractor participation.

ISSUE:


This ordinance authorizes the execution of two demolition and debris disposal services on-call agreements with Hunter Demolition and Wrecking Corporation and J.R. Ramon & Sons, Inc., each in an amount not to exceed $330,000.00 per year for a total amount not to exceed $990,000.00 for the duration of each agreement.  Each agreement is for a term of one year with an option to renew any or all of the agreements for two, one-year extensions under the same terms and conditions.

 

The demolition services which may be performed through this agreement include, but are not limited, to the demolition of residential structures, the demolition of commercial structures, the removal, transportation and disposal of Asbestos Containing Material (ACM) and the removal, transportation and disposal of demolition debris.  The contracts will allow an efficient and cost effective way for the City to expedite project delivery and capital improvements.

 

The on-call contracts will allow staff to continue addressing structures requiring demolition as part of the 2017 Bond Program and other City projects.  However, the City makes no minimum guarantee pertaining to the volume of work to be expected from each contractor under these on-call agreements.

 

ALTERNATIVES:


As an alternative option, the City could release another Request For Competitive Sealed Proposal (RCSP) for each project as needs are identified.  However, this will result in the delay of construction work and negatively impact the project schedule.

 

 

FISCAL IMPACT:

 

Each of the agreements shall have a value not to exceed $330,000.00 per year. Each renewal of the respective agreements shall be for identical terms and subject to available funding.

 

Funds are not encumbered by this action. Work activities will be allocated in the form of work orders as availability of funds is identified. Funding is available and included in the FY 2019 - FY 2024 Capital Improvements Program.  Potential funding sources include, but are not limited to, the General Fund, General Obligation Bond Program, and/or other funding sources.

 

If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.  The City makes no guarantees on the volume of work distributed.

 

 

RECOMMENDATION:

Staff recommends approval of this ordinance, authorizing two on-call agreements for on-call demolition and debris disposal services with Hunter Demolition and Wrecking Corporation and J.R. Ramon & Sons, Inc., each in an amount not to exceed $330,000.00 for two, one-year extensions.
