Annual Contract for Water Treatment for Municipal Pools

 

 

SUMMARY:

 

This ordinance authorizes a contract with Commercial Chemical Products Inc., dba Poolsure to provide all labor, material, chemicals and equipment necessary for a comprehensive water management program for municipal pools for the Parks and Recreation Department in the estimated amount of $282,000.00 annually for three years with two additional one year renewal options.  Funding for this contract is available through the Parks and Recreation General Fund FY 2019 Adopted Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is a proposal submitted by Commercial Chemical Products Inc., dba Poolsure to provide all labor, material, chemicals, to include all chlorine and pH control chemicals, and chlorinators, acid pumps, chemical controllers required for water treatment of six (6) splash pads, twenty-five (25) swimming pools, and four (4) kiddy pools for the Parks and Recreation Department.  The water treatment services are required to in order to maintain and control the water quality levels and standards required by federal, state and local health codes.

 

The City issued a Request for Competitive Sealed Proposal (RFCSP) for “Annual Contract for Water Treatment for Municipal Pools” (RFCSP 6100010330) on September 24, 2018, with a submission deadline of October 26, 2018.  One proposal response was received from Commercial Chemical Products Inc., dba Poolsure and deemed eligible for evaluation.

 

The evaluation committee met on November 27, 2018 to evaluate the one responsive proposal received.  The evaluation committee consisted of representatives from the Parks and Recreation Department.  The Finance Department, Purchasing Division assisted by ensuring compliance with City procurement policies and procedures.  The proposal was evaluated based on the firm’s qualifications, experience, and quality of service, previous performance, proposed plan and price schedule.  Additional categories of consideration included references and financial qualifications.  After committee review and discussion, Commercial Chemical Products Inc., dba Poolsure was recommended for award by the evaluation committee based on consensus scoring.

 

The initial term of the agreement shall be for the period February 1, 2019 through March 31, 2022. Two additional one-year renewals at the City’s option shall also be authorized by this ordinance.

 

 

ISSUE:

 

This contract will provide the Parks and Recreation Department with a comprehensive water management program required for six (6) splash pads, twenty-five (25) swimming pools, and four (4) kiddy pools with circulation systems, to include all necessary chlorine and pH control chemicals.  The Contractor will provide all chlorinators, acid pumps, chemical controllers and related services in order to maintain and control the water quality levels and standards required by federal, state and local health codes.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business (VOSB) Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Parks and Recreation Department would be required to procure water treatment services for municipal pools on an as needed basis wherein increased costs due to non-contract pricing could be realized, as well as potential delays which could impact the water quality levels and standards required by federal, state and local health codes as well as the appearance of municipal pools.   

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Commercial Chemical Products Inc., dba Poolsure to provide water treatment services for municipal pools for the Parks and Recreation Department for an estimated cost of $282,000.00 annually for three years with two additions one year renewal options.  Funding for this contract is available through the Parks and Recreation General Fund FY 2019 Adopted Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Commercial Chemical Products Inc., dba Poolsure to provide the Parks and Recreation Department with water treatment services to ensure the water quality levels and standards required by federal, state and local health codes are maintained for an estimated cost of $282,000.00 annually.

 

This contract is procured by means of Request for Competitive Sealed Proposal and a Contract Disclosure Form is required.
