Grant Application to KaBoom! for Kennedy Park
SUMMARY:
This ordinance approves the submission of a grant application to KaBoom! and the acceptance upon award of a new playscape, at an estimated value of $65,000.00, for Kennedy Park located in Council District 5. The City’s contribution to this project for the associated equipment cost and site work is $28,500.00 and is available from FY 2019 Parks and Recreation General Fund Adopted Budget. The total project cost is $93,500.00 including the grant award and City contribution. This action further authorizes the Parks and Recreation Director to execute any and all related documents.
BACKGROUND INFORMATION:
Since 1995, KaBoom! has used its community-build model to bring together business and community interests to construct playgrounds. KaBoom! selects sites based on a number of factors such as if existing playgrounds are within the vicinity, neighborhoods with engaged parents and families and a viable non-profit to serve as the community partner for the project. If awarded, the playground will complement the existing pool, walking track, soccer fields, basketball court and fitness stations. Based on KaBoom! criteria and decisive factors of their funding partner, Kennedy Park is recommended for application and meets their preliminary review prior to commitment. There will be a shade canopy added to the playground at a later date funded from the 2017 General Obligation Bond Program.
The KaBoom! grant process requires volunteers to install the playground equipment. Volunteers will be engaged throughout the process of designing the playscape until the build days, which is scheduled by KaBoom! The grant process requires community partners to combine with the City for the playground build projects. The Port San Antonio and the Kennedy Neighborhood Association are the community partners who will assist with this project.
Over the last nine years, the Parks and Recreation Department has partnered with KaBoom! to install playgrounds at West End Park, Martinez Park, Sgt. Matthew Mendoza, USMC Park, Stinson Park, Jim Mattox Park, Brooks Park, Jane Dubel Park, Labor Street Park, Rosedale Park, and Cuellar Park over the last nine years.
ISSUE:

ALTERNATIVES:
KaBoom! playscapes are awarded on a competitive basis. Should the City choose not to apply, other resources will need to be identified and secured to construct new a playscape for Kennedy Park. This grant funding is a unique opportunity for the City of San Antonio.
FISCAL IMPACT:
This ordinance approves the submission of a grant application to KaBoom! and the acceptance upon award of a new playscape, at an estimated value of $65,000.00, for Kennedy Park located in Council District 5.
Kaboom! requires applicants to contribute $8,500.00 towards the cost of the equipment at each site. Funding of $28,500.00 for the KaBoom! contribution and associated site work is available from the Parks and Recreation General Fund FY 2019 Adopted Budget. The estimated value of the donated playscape is $65,000.00, for a total estimated amount of $93,500.00. Funding for all new playground maintenance is submitted annually as a part of the General Fund budget process.
RECOMMENDATION:
Staff recommends approval of the submission of the grant application and acceptance upon award from KaBoom! for the playscape at Kennedy Park.
