Funding Agreement with the Islamic Academy of San Antonio
SUMMARY:
An ordinance authorizing the execution of a Funding Agreement with the Islamic Academy of San Antonio and accepting up to 50% of the cost, or $7,800.00, for the construction and installation of a set of advanced warning flashers, in Council District 8.
BACKGROUND INFORMATION:
The City has a School Flasher Matching Program funded through the FY 2019 School Pedestrian Safety Program. Schools interested in installing flashing beacons or upgrading existing roadside mounted flashing beacons to an overhead mast arm flashing beacon are eligible to receive a 50% match of actual cost from the City up to $50,000.00.
The Islamic Academy of San Antonio is a nonprofit educational organization in Council District 8. It is located at 8638 Fairhaven Street between Datapoint Drive and Medical Drive.
ISSUE:
This ordinance authorizes the execution of a Funding Agreement with the Islamic Academy of San Antonio and accepts 50% of the cost, or $7,800.00, for the construction and installation of a set of advanced warning flashers adjacent to the Islamic Academy of San Antonio campus located at 8638 Fairhaven Street in Council District 8.
The Islamic Academy of San Antonio is interested in completing the installation of a set of flashing beacon assemblies to include two roadside mounted solar powered flashing beacons along Fairhaven Street. The Islamic Academy of San Antonio has requested the City’s services to construct and install the necessary equipment for the flashing beacon assemblies to help draw motorist attention to the existing school warning signs. The estimated total cost for construction and installation for the set of flashing beacons assemblies is $15,600.00. The Islamic Academy of San Antonio will fund 50% of the total amount, $7,800.00, and the remaining 50% will be funded by the City.
ALTERNATIVES:
City Council could choose not to enter into the Funding Agreement with The Islamic Academy of San Antonio. However, the City would lose a financial partner in providing school safety improvements and any future installations would be 100% funded by the City.
FISCAL IMPACT:
This ordinance authorizes the execution of a Funding Agreement with the Islamic Academy of San Antonio and accepts up to 50% of the cost, or $7,800.00, for the construction and installation of a set of advanced warning flashers. The total estimated cost of construction and installation of a set of the advanced warning flashers is $15,600.00. The remaining 50%, or $7,800.00 is available and included in the FY 2019 School Pedestrian Safety project, a previously authorized project included in the FY 2019-2024 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends approval of the Funding Agreement with the Islamic Academy of San Antonio in order to complete the construction and installation of a set of advanced warning school flashing beacons adjacent to the Islamic Academy of San Antonio campus.
