SUBJECT: Briefing by VIA Metropolitan Transit on Service Improvements


SUMMARY:

A briefing by VIA Metropolitan Transit on the implementation of service improvements with the City's FY 2019 $10 million contribution towards annual operating costs.


BACKGROUND INFORMATION:

As part of the FY 2018 Budget, the City entered into an agreement with VIA Metropolitan Transit (VIA) to provide $4.3 million in FY 2018 and $10 million in FY 2019 and beyond to fund annual operating costs as a result of service improvements along a total of nine routes and nine corridors. Continued annual appropriation is subject to City Council approval during the annual budget process. The following is a listing of the nine routes and nine corridors with enhanced VIA service.

? Nine (9) VIA Routes:
502 Thousand Oaks 602 North Star/Medical Center 607 Medical Center/Ingram
611 Valley-Hi/Kel-Lac 613 Heritage NW/Kel-Lac 615 Kel-Lac/Heritage Park
616 Sky Harbour/Kel-Lac 617 Kel-Lac/Rainbow Hills 618 Ingram/Westlakes

? Nine (9) Corridors:
New Braunfels Martin Luther King San Pedro
W. Commerce East Houston S. Flores
Pleasanton Culebra Bandera

According to the agreement, service improvements were to be implemented in three (3) phases in January 2018, May 2018, and January 2019. On May 16, 2018 VIA briefed City Council at B Session on the implementation of two of the three planned phases included in the agreement. As part of the FY 2019 Budget, the annual allocation increased to $10 million and was approved by City Council. Payments of $2.5 million were issued in October 2018 and January 2019, and will be issued in April 2019 and July 2019.
