Contract Award:  Lincoln Park Phase 2 Project

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid with four additive alternates and awarding a construction contract in the amount of $780,615.72 to Crownhill Builders, Inc. for the Lincoln Park Phase 2 Project, a 2017-2022 Bond-funded project, located in Council District 2.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017-2022 Bond Program which authorized $1,000,000.00 for park improvements to Lincoln Park located in Council District 2. In support of the Tricentennial celebration in 2017, Mr. Charles C. Butt donated $1,000,000.00 which funded the installation of a new splash pad adjacent to the existing park pool. The splash pad and associated work was completed by summer of June 2018 in time to enjoy the park pool and Tricentennial celebration activities. 

 

The authorized amount of $1,000,000.00 from 2017 Bond Funds will provide for the base bid installation of a pre-engineered metal pavilion, a fabric canopy over a new playground, lighting along the trail to E. Crockett Street, shade canopies at the splash pad and the removal of an existing berm east of the Claude Black Community Center within Lincoln Park.

 

The four alternates will provide for a fabric cover over the existing basketball court, lighting, fabric canopies over two baseball field bleachers and the removal of the existing playground and wood pavilion. The canopies will provide protection from elements and electrical lighting for extended day play and security. 

 

Project construction is anticipated to begin April 2019 and estimated to be completed by November 2019.

 

Procurement of Services

This project was advertised for construction bids utilizing online bidding via CIVCAST, City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans also were available to potential bidders through Thomas Printworks located at 1223 Arion Pkwy Suite 108, San Antonio, TX 78216 and were sent to several local plan rooms.  Bids were opened on November 27, 2018 and four (4) bids were received. Of these, Crownhill Builders, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 16% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African-American Business Enterprise (AABE) subcontracting goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract requiring staff to re-advertise the project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $780,615.72 payable to Crownhill Builders Inc.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $780,615.72 payable to Crownhill Builders Inc. for construction of the Lincoln Park Phase 2 Project.
