Landscaping Equipment

 

 

SUMMARY:

 

This ordinance authorizes contracts with Vermeer Texas-Louisiana and San Antonio Southwest Trailers to provide Landscaping Equipment for the Parks & Recreation, Transportation & Capital Improvements and Solid Waste Management departments for a total cost of $133,795.00. 

 

Funding for this purchase is available from the FY 2019 Equipment Renewal & Replacement Fund (ERRF) Budget in the amount of $60,400.00, from the FY 2019 Storm Water Operating Fund Budget in the amount of $28,420.00, and from the FY 2019 Solid Waste Operating and Maintenance Fund Budget in the amount of $44,975.00.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of nine bids to provide the City of San Antonio with landscaping equipment for a total cost of $133,795.00. This purchase includes one stump cutter, one wood chipper and nine utility trailers. 

 

The stump cutter and wood chipper will be used by the Parks and Recreation Department to perform routine tree maintenance.  The landscaping utility trailers shall be used by the Transportation and Capital Improvements Department to transport mowers, edger-trimmers, and blowers between mowing areas.  The Solid Waste Management Department will utilize the utility trailers to transport stacked green organic compost carts and blue recycle carts throughout the city.

 

 

ISSUE:

 

These contracts shall provide eleven items: one replacement stump cutter and one replacement chipper for the Parks & Recreation Department; four additional landscape utility trailers for Transportation & Capital Improvements Department; and five additional utility trailers for the Solid Waste Management Department.  The replacement items are consistent with the City’s ERRF program. 

 

Items 1 and 2 included in the bid tab are recommended for award to Vermeer Texas-Louisiana.  There were no bids received from local bidders for these items; therefore, the Local Preference Program was not applied.

 

Items 4 and 5 included in the bid tab are recommended for award to San Antonio Southwest Trailers.  The recommended award is to the lowest responsible bidder, who is also a local business. Therefore, application of Local Preference Program was not required.

 

The life expectancy of this equipment ranges from 60 to 96 months. This equipment purchase will be funded by the Equipment Renewal & Replacement Fund, Stormwater Operating Fund and the Solid Waste Operation & Maintenance Fund.

 

The self-propelled stump cutter and wood chipper are covered by a 1 year-1000 hour warranty that will start on the day the equipment is placed in service.  The utility trailers are covered by a 1 year manufacturers’ warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current landscaping equipment scheduled for replacement has met its age and/or hour requirement cycles and is no longer economically feasible to repair. If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services for the residents of San Antonio.  The alternative is to continue use of this landscaping equipment but incur increasing maintenance costs and down time, thus compromising landscaping services throughout the City.

 

 

FISCAL IMPACT:

 

This ordinance authorizes contracts with Vermeer Texas-Louisiana and San Antonio Southwest Trailers to provide Landscaping Equipment for the Parks & Recreation, Transportation & Capital Improvements and Solid Waste Management departments for a total cost of $133,795.00. 

 

Funding for this purchase is available from the FY 2019 Equipment Renewal & Replacement Fund (ERRF) Budget in the amount of $60,400.00, from the FY 2019 Storm Water Operating Fund Budget in the amount of $28,420.00, and from the FY 2019 Solid Waste Operating and Maintenance Fund Budget in the amount of $44,975.00.

 

 

RECOMMENDATION:

 

Staff recommends the approval of contracts with Vermeer Texas-Louisiana in the amount of $60,400.00 and San Antonio Southwest Trailers in the amount of $73,395.00 for the purchase eleven pieces of landscaping equipment for a total cost of $133,795.00.

 

These contracts are procured on the basis of low bid and a Contracts Disclosure Form is not required.
