SUBJECT:

 

Contract Award: Randolph Weidner Intersection Project

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract authorized payable to E-Z Bel Construction, LLC in the amount of $491,260.00 for the Randolph Weidner Intersection Project, a Certificates of Obligation and General funded project in Council District 10; and authorizing the transfer of funds in the amount of $200,000.00 from the FY 2019 Traffic Signal Installation Project to the Randolph Weidner Intersection Project.

 

 

BACKGROUND INFORMATION:

 

The intersection of Randolph at Weidner Road is located in the northeastern part of the City within Council District 10.  There have been concerns from frequent crashes at this intersection turning left on Weidner Road.  A crash data review was conducted by the Transportation & Capital Improvements (TCI) Department of the intersection to determine improvements for driver safety. 

 

The improvements included as part of the Randolph Weidner Intersection Project will provide for the widening of sidewalks and outside lanes, the reconstruction of the signal at the intersection and the re-striping of the intersection adding protected left turn lanes on Weidner Road.  Additionally, the existing wire traffic signals will be upgraded to new, steel mast arm pole traffic signals in order to meet current standards.

 

Procurement of Services

This project was advertised for construction bids September 28, 2018 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA through the Small Business Economic Development Advocacy (SBEDA) Office and on the CIVCAST electronic bidding site.  Plans were available for review by potential bidders at the office of Garcia & Wright, located at 407 Rhapsody Drive, San Antonio, TX 78216.  Bids for this project were opened on October 30, 2018 and one (1) bidder responded.  E-Z Bel Construction, LLC submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 16% Minority/Women Business Enterprise (M/WBE) subcontracting goal. E-Z Bel Construction, LLC has agreed to meet the subcontracting goals. 


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract authorized payable to E-Z Bel Construction, LLC in the amount of $491,260.00 for the Randolph Weidner Intersection Project, a Certificates of Obligation and General funded project in Council District 10; and authorizes the reallocation of funds in the amount of $200,000.00 from the FY 2019 Traffic Signal Installation Project to the FY 2018 Certificates of Obligation funded Randolph Weidner Intersection Project.

Project construction is anticipated to begin October 2019 (due to the lead time to procure the traffic signal steel mast arm poles) and estimated to be completed by February 2020.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $491,260.00 authorized payable to E-Z Bel Construction, LLC for the Randolph Weidner Intersection Project. Funds in the amount of $200,000.00 are available from the approved $1.3 million FY 2019 Traffic Signal Replacement Infrastructure Management Program (IMP) budget and $291,260.00 is available from the approved $425,000.00 FY 2018 Certificates of Obligation Randolph Weidner Intersection Project.  This ordinance authorizes the transfer of $200,000.00 from the FY 2019 General Fund funded Traffic Signal Installation Project to the FY 2018 Certificates of Obligation funded Randolph Weidner Intersection Project for a total project funding amount of $491,260.00.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract authorized payable to E-Z Bel Construction, LLC in the amount of $491,260.00 for the Randolph Weidner Intersection Project; and authorizing the reallocation of funds in the amount of $200,000.00 from FY 2019 Traffic Signal Installation Project to the FY 2018 Randolph Weidner Intersection Project.
