Medium and Heavy Duty Trucks

 

 

SUMMARY:

 

This ordinance authorizes acceptance of contracts with Bluebonnet Ford, Doggett Freightliner of South Texas LLC, Grande Truck Center, and Santex Truck Centers to provide City departments with twenty-one (21) medium and heavy duty trucks for a total cost of $1,432,487.29.

 

Funding for seventeen (17) replacement trucks in the amount of $1,263,362.55 is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget, one (1) replacement truck in the amount of $53,018.00 from the FY 2019 Airport Operations & Maintenance Fund Budget, one (1) replacement truck in the amount of $46,915.00 from the FY 2019 Community and Visitor Facilities Fund Budget, and two (2) additional trucks in the amount of $69,191.74 from the FY 2019 General Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of five bids to provide nineteen replacement and two additional medium and heavy duty trucks for a total cost of $1,432,487.29.

 

These contracts will provide three 5th wheel tractor trucks, four 12 cubic yard dump trucks, one extended height service truck, one 12 foot stake bed with lift gate trucks, three custom traffic utility trucks, two 3 cubic yard dump trucks, four utility service trucks, one vector control truck, and two trucks with dump beds.  This equipment will be utilized by the Transportation and Capital Improvements, Parks and Recreation, Solid Waste Management, Aviation, Health and Convention and Sports Facilities departments for various construction, maintenance, repair, and vector control projects throughout the City.

 

The Invitation for Bid (IFB) was evaluated based on the published bid specifications.

 

 

ISSUE:

 

These contracts will provide twenty-one medium duty trucks to meet the needs of the Transportation and Capital Improvements, Parks and Recreation, Solid Waste Management, Aviation, Health and Convention and Sports Facilities departments.  Nineteen trucks are replacements and two are additional units to the City’s fleet.  The replacement of existing trucks are consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program and Aviation fleet replacement needs. 

 

All trucks are covered at minimum warranty of one year and up to three year/36,000 miles for the cab and chassis and a minimum warranty one year on all bodies, racks, tanks, cranes and lift gates. The warranty will start on the day each unit is placed in service. 

 

The life expectancy for these trucks is a minimum of 96 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current trucks scheduled for replacement have met their age and/or mileage requirement cycles and are no longer economically feasible to repair. If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services to the residents of San Antonio.  The alternative is to continue to use the trucks currently available and incur increasing maintenance costs and down time, thus possibly compromising services for the entire city.

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends the approval of four contracts to purchase twenty-one medium and heavy duty trucks from Bluebonnet Ford for a cost of $138,414.30; Doggett Freightliner of South Texas LLC for a cost of $329,778.00; Grande Truck Center for a cost of $456,203.00; and Santex Truck Centers for a cost of $508,091.99; for a total cost of $1,432,487.29.

 

This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
