SUBJECT:

60” Zero Turn Mowers

SUMMARY:

An ordinance accepting the offer from Professional Turf Products to provide seven replacement mowers for a total cost of $68,558.77 for the Transportation & Capital Improvements and Parks & Recreation departments. Funding is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached offer to provide seven replacement zero turn mowers that will be utilized by the Transportation & Capital Improvements and Parks & Recreation departments for right-of-way easement mowing and park lawn maintenance throughout the City.

These mowers will be purchased from Professional Turf Products utilizing the Texas BuyBoard contract number 529-17 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance Number 97097 dated January 30, 2003.

ISSUE:

This contract shall provide seven zero turn mowers: six replacement mowers for the Transportation & Capital Improvements Department and one replacement mower for the Parks & Recreation Department.  The replacement of these mowers is consistent with the City’s ERRF program.

These mowers were included in a previous bid and City staff performed an evaluation of the various mowers included in the bid.  It was determined that the low bid mower was not the best suited zero turn mower for the environment these mowers will be operating in.  These mowers will be used for maintenance of right-of-ways and  easements, which in certain seasons is mostly brush and wild grass.  This environment requires a rugged and durable mower that will withstand severe duty use.

The replacement zero turn mowers offered are covered by a 5 year or 1,200 hour warranty that will start on the day each mower is placed in service.                      The life expectancy of these mowers is 48 months for the Transportation & Capital Improvements Department and 84 months for the Parks & Recreation Department. There are currently 54 zero turn mowers in the City’s fleet.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is an exception to the Local Preference Program.

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract

ALTERNATIVES:

The current zero turn mowers scheduled for replacement have met their age and/or hour requirement cycles and are no longer economically feasible to repair. If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services for the residents of San Antonio. The alternative is to continue to use the mowers currently available, but incur increasing maintenance costs and down time, thus compromising landscaping services throughout the City.
