General Engineering Consulting Services for the San Antonio Airport System
SUMMARY:
Ordinance authorizing three professional services agreements for on-call general engineering consulting services (GEC) for the San Antonio Airport System with Atkins North America, Inc., Reynolds, Smith and Hills, Inc. and Jacobs Engineering Group, Inc. each in the amount not-to-exceed $5,000,000.00. These consultants will provide comprehensive airport planning, engineering, architectural, and project/construction management consulting services.
Each agreement has an initial term of three years with two, one-year renewal options. The funding for the agreements will come from a number of sources including the Aviation Operating and Maintenance Fund, Federal Aviation Administration grants, Passenger Facility Charges funds and Improvement & Contingency Funds.
BACKGROUND INFORMATION:
The San Antonio Airport System (SAAS) requires timely access to comprehensive airport planning, engineering, architectural, and project/construction management consulting services on an as needed basis. On-call general engineering consulting services firms provide the SAAS with a team that can provide these services to help implement capital improvement projects. The GEC will assist the SAAS to develop construction contract packaging to provide maximum flexibility in accommodating varying funding levels. The GEC will also centralize the management of and enhance coordination between multiple development needs and priorities on a variety of projects.
It is the intent to utilize these agreements to assist with the implementation and execution of the Capital Improvement Program (CIP), which includes federal grants, and Operation & Maintenance projects while maintaining funding eligibility requirements where appropriate.
On-call services allow for the immediate execution of work as opposed to soliciting for these services on a per project basis. SAAS will utilize these professional services to expedite project delivery and completion. Consultants shall be paid only on the tasks they perform for each specific project. These professional services may be utilized as needed during the execution of aviation projects.
As these agreements could be used for projects that receive federal funds, or could be eligible to be reimbursed for federal funds, the solicitation was released under the DBE program. Next year, the SAAS will release another solicitation under the SBEDA program for similar services. The SAAS has a number of projects on both campuses to support multiple GEC agreements.
ISSUE:
The Request For Qualifications was released on September 17, 2018. Six proposals were received on October 19, 2018. An evaluation committee was formed, with representatives from the San Antonio Airport System, Transportation and Capital Improvements department, CPS Energy and the Airport Advisory Commission. The committee reviewed the proposals based on the published criteria: experience, background qualifications; project approach/management plan; and, Disadvantaged Business Enterprise (DBE).
The three firms that received the most points were Atkins North America (90.17), Reynolds, Smith and Hills, Inc. (88.67) and Jacobs Engineering Group, Inc. (83.50). The fourth scored firm received 65.50 points.
Disadvantaged Business Enterprise
The Small Business Office of the SAAS has reviewed and approved the DBE Good Faith Effort Plan submitted by all three firms. All three firms met or exceeded the DBE goal of 30%.
ALTERNATIVES:
City Council could elect to have the Aviation Department submit a request for qualifications for each project separately. However, the on-call agreements allow city departments to expedite project delivery and completion. With the GEC agreements and their multi-disciplinary teams, project planning can be initiated quickly to address the planning, engineering, architectural, construction management and administration, resident project inspection, and project management holistically.
FISCAL IMPACT:
Each of these agreements shall have a value not to exceed $5,000,000.00 per contract term per firm. Each renewal of the respective agreements shall be for the same terms and conditions. No funds are appropriated by this action. Expenditures for these services are subject to available funding and are authorized by individual project budgets at the time work is requested or project funds are appropriated through ordinance. The City will make no minimum guarantee pertaining to the volume of work which may be expected from each consultant.
RECOMMENDATION:
Staff recommends the approval of three professional services agreements for on-call general engineering consulting services for the San Antonio Airport System with Atkins North America, Inc., Reynolds, Smith and Hills, Inc. and Jacobs Engineering Group, Inc.
