SUBJECT:  Occupational Health and Safety Management System (OHSMS) Consultant Services

 

 

SUMMARY: 

 

This ordinance would authorize the City Manager or his/her designee to amend the original contract with Ensafe, Inc. passed and approved on March 8, 2018 to allow for an additional four year term and would authorize $100,000 to be spent over the course of the new four year term for an annual cost of $25,000. The contract provides Occupational Health Safety Management System (OHSMS) consultant services to the City of San Antonio. During the initial contract term, Ensafe developed the SMS framework, surveys and data analysis and pre-certification audits for Solid Waste Management.  This extension allows Ensafe to continue providing these services for additional city departments to obtain SMS certifications utilizing previously developed system structure.  The amended term of the contract is for a four (4) year period, with the option to extend up to 180 days, beginning April 8, 2019 and ending April 7, 2023. 

 

 

BACKGROUND INFORMATION:

 

To further enhance the City’s Safety Standards, the Office of Risk Management is implementing an Occupational Health and Safety Management System (OHSMS). The OHSMS is a formal method of measuring and evaluating safety performance thorough various system components and the use of Risk Management Information System data software. The outcomes of OHSMS will assist with achieving the City’s initiative of zero preventable accidents and injuries and will improve safety operations across City departments including Solid Waste Management, Transportation and Capital Improvements, Building and Equipment Services, the Office of Risk Management, and Parks and Recreation.

 

 

ISSUE:

 

Authorization of an amendment and extension of this contract through the approval of City Council will allow for continued enhancements of the City’s Safety Program by reducing the frequency, severity, and associated costs of work-related accidents and injuries, as well as standardizing operational processes.

 

 

ALTERNATIVES:

 

The city could choose not to approve this contract amendment and extension. However, this action would hinder the City’s efforts in minimizing work-related exposures. The consulting services fill an important gap on standard practices for addressing safety hazards.

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends approval of the OHSMS Consulting Services with Ensafe, Inc. for the term beginning April 8, 2019 and ending April 7, 2023, subject to and contingent upon authorization by City Council.
