Revisions to Chapter 19, Section 68(b) of the City Code
SUMMARY:
An ordinance amending Chapter 19 of the City Code to update the Traffic Control Schedules of Devices to add locations where new installations of traffic control devices have occurred and remove locations where devices have been altered or removed.
BACKGROUND INFORMATION:
This ordinance will update various Traffic Control Schedules of Devices established in Chapter 19, Section 68(b) of the City Code of Ordinances. In order to have effective enforcement, all traffic control devices need to be present on these schedules. Types of traffic control devices include, but are not limited to, stop signs, traffic signals, parking restrictions, and speed limit designations. Approval of this ordinance will enable consistent enforcement of on-street traffic regulations and is a continuation of City Council policy to maintain efficient and safe traffic flow. These schedules are updated to reflect new traffic control device installations and/or removal of such devices at specified locations. The last update to the Traffic Control Schedules of Devices was enacted on March 1, 2018.
ISSUE:
This ordinance amends the Traffic Control Schedules of Devices for the City of San Antonio, established in Chapter 19, Section 68(b) of the City Code, to add locations where new installations of traffic control devices have occurred and remove locations where devices have been altered or removed.
Traffic Control Schedules of Devices
Approval of this ordinance amending Section 19-68(b) will enable consistent enforcement of on-street traffic regulations and is a continuation of City Council policy to maintain efficient and safe traffic flow. These schedules are updated to reflect new traffic control device installations and/or removal of such devices at specified locations. These device installations and/or removals are a result of traffic engineering evaluations which are typically prompted by citizen requests. The following traffic control devices were added (included) since the previously enacted traffic code update on March 1, 2018.
1. Full Traffic Signal Locations - (9 additional locations) [Schedule A(a) - update]
2. One-Way at All Times - (1 location) [Schedule B(a) - update]
3. All Way Stops - (2 additional locations) [Schedule C(a) - update]
4. Cross Street Stop - (32 additional locations) [Schedule C(b) - update]
5. Parking Prohibited at All Times, Including Sundays and Holidays - (22 additional locations) [Schedule G(a) - update]
6. Stopping, Standing, or Parking Prohibited 7 AM to 9 AM and 2 PM to 4 PM School Days Only - (1 additional location) [Schedule H(i) - update]
7. Stopping, Standing, or Parking Prohibited 7 AM to 9 AM and 2 PM to 5 PM School Days Only - (3 additional locations) [Schedule H(k) - update]
8. School Speed Zones, School Crosswalks (Intersection), Cell Phone Use Prohibited - (1 additional locations) [Schedule M(b) - update]
9. School Speed Zones, School Crosswalks (Intersections), Flashing Beacon, Specified Speed, School Days Only, and Cell Phone Use Prohibited - (1 additional locations) [Schedule M(f) - update]

ALTERNATIVES:
City Council could choose not to approve this item; however, this would limit the City’s ability to enforce the traffic control devices at the locations listed in the attachment.
FISCAL IMPACT:
The costs for the traffic signals and signs have been paid for from the Transportation and Capital Improvement (TCI) budget.
RECOMMENDATION:
Staff recommends approval of this ordinance to amend the Traffic Control Schedules of Devices for the City of San Antonio in Chapter 19, Section 68(b) of the City Code to add locations where new installations of traffic control devices have occurred and remove locations where devices have been altered or removed.
