Contract Amendments: Civil Engineering Design Services for the Storm Water Regional Master Plan Phase III Project

 

 

SUMMARY:

 

An ordinance authorizing amendments to three professional services contracts in a total amount not to exceed $494,860.00; $122,285.00 to Klotz Associates, Inc. dba RPS Infrastructure, Inc., $247,585.00 to Brown & Gay Engineers, Inc. and $124,990.00 to Slay Engineering Company, Inc. for Civil Engineering Design Services for the Storm Water Regional Master Plan Phase III Project, a Storm Water Regional Facilities funded project, located Citywide.

 

 

BACKGROUND INFORMATION:

 

Project Background

The consultant engineering firms provide support to City staff in the development of potential drainage planning studies.  These studies are placed in a Storm Water Regional Master Plan in an as needed basis order.  The potential drainage planning studies will provide preliminary planning designs and costs for projects addressing drainage issues of streets, properties and structures throughout the City of San Antonio.  Phase I of the Storm Water Regional Master Plan was a cooperative effort with the San Antonio River Authority resulting in the development of 148 potential drainage planning studies and Phase II resulting in the development of 32 additional potential drainage planning studies.  These studies will eventually be funded through a future bond program or through the Transportation & Capital Improvements (TCI) operating budget.   The scope of services for the proposed amendments is estimated to begin in April 2019 and to be completed by September 30, 2019.

 

Previous Council Action 

On May 31, 2018, City Council authorized a contract award to three professional services contracts for Civil Engineering Services to Klotz Associates, Inc, dba RPS Infrastructure, Inc., Brown & Gay Engineers, Inc. and Slay Engineering Company, Inc. for a total amount not to exceed $497,915.00 through Ordinance 2018-05-31-040 to provide support for the Storm Water Regional Master Plan Project.  

 

These contracts were awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee (GSC) to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and woman-owned business participation under the contract. On April 10, 2017, the Goal Setting Committee applied the Emerging, Small and Minority/Women-Owned Business Enterprise Prime Contract Program with a potential total of 12 prime points as part of the submittal evaluation criteria with five points for Small Business Enterprise (SBE), 5 points for Minority/Women-Owned Business Enterprise and two points for Emerging Small Business Enterprise (ESBE).  Additionally, Goal Setting Committee also applied aspirational subcontracting goals at 30% SBE, 20% M/WBE and 3% AABE (African American Business Enterprise) and requires on certain pre-selected projects the awarded prime consultants become mentors in the City’s Mentor Protégé Program.

 

 

ISSUE:

 

This ordinance authorizes amendments to three professional services contracts in a total amount not to exceed $494,860.00; $122,285.00 to Klotz Associates, Inc. dba RPS Infrastructure, Inc., $247,585.00 to Brown & Gay Engineers, Inc. and $124,990.00 to Slay Engineering Company, Inc. for Civil Engineering Design Services for the Storm Water Regional Master Plan Phase III Project, a Storm Water Regional Facilities funded project, located Citywide.

 

The consultant engineering firms provide support to City staff in the development of potential drainage planning studies.  The proposed amendments will continue to support the City’s development of preliminary drainage planning studies.  The potential drainage planning studies will provide preliminary planning designs and costs for projects addressing drainage issues of streets, properties and structures throughout the City of San Antonio.  The studies are done to have preliminary engineering assessments and costs for projects that will be eventually funded through a future Bond program or TCI operating budget.  Additionally, the amendments will be adding Phase III services to the Civil Engineering Design Services for the Storm Water Regional Master Plan Phase II Project.   The scope of services for the proposed amendments is estimated to begin in April 2019 and to be completed by September 30, 2019.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to advertise this project.  Considering the time required for the solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $494,860.00 for amending the current contracts for Civil Engineering Design Services for the Storm Water Regional Master Plan Phase III Project.  Funds are available from the Storm Water Regional Facilities Fund and are included in the 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing amendments totaling an amount of $494,860.00 to the Civil Engineering Design Services for the Storm Water Regional Master Plan Phase III Project.
