SUBJECT:  Change Order: Belfast Drive and Janda Susan Road Area Drainage Phase 2 Project

 

 

SUMMARY:

 

Ordinance authorizing a change order to the existing $1,879,278.29.00 construction contract with E-Z Bel Construction, LLC in an amount not to exceed $132,862.34 for additional construction services; and acceptance of funds and amending of FY 2019 Capital Improvement Budget in the amount of $100,000.00 from Stantec Consulting Services, Inc. for design revisions for the Belfast Drive and Janda Susan Road Area Drainage Phase 2 Project, a 2017-2022 General Obligation Bond funded project, located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

Project Background

As part of the 2012 Bond Program, $2,662,000.00 was included for the Belfast Drive and Janda Susan Road Area Drainage Phase 1 Project.  The project provided for full roadway reconstruction along Belfast Drive from Empire Street to Everest Street including the installation of 1,600 feet of underground concrete pipe for a storm drain system which outfalls to a drainage channel near McAllister Freeway.  The Belfast Drive and Janda Susan Road Area Drainage Phase 1 Project was completed in November 2016.

 

On May 6, 2017, voters approved the 2017 Bond Program which authorized $2,618,000.00 for the continued construction of the Belfast Drive and Janda Susan Road Area Drainage Phase 2 Project.  The project will provide flood relief to neighborhood streets and properties with a new underground storm drain system consisting of 1,100 feet of concrete pipe and reconstructed streets including new curbs, sidewalks, and driveway approaches along Everest Street, Ridgecrest Drive, and Janda Susan Road. 

 

Project construction began in May 2018 and is estimated to be completed by June 2019.

 

Previous Council Action

On April 5, 2018, City Council authorized the contract award for the Belfast Drive and Janda Susan Road Area Drainage Phase 2 Project to E-Z Bel Construction, LLC in the amount of $1,664,827.05 through Ordinance 2018-04-05-0215.  Change orders have increased this contract by $214,451.24 to a total of $1,879,278.29. This change order will increase the contract by $132,862.34 to a contract amount of $2,012,140.63.

ISSUE:

 

This ordinance authorizes a change order to the existing $1,879,278.29.00 construction contract with E-Z Bel Construction, LLC in an amount not to exceed $132,862.34 for additional construction services and accepts funds in the amount of $100,000.00 from Stantec Consulting Services, Inc. for design revisions for the Belfast Drive and Janda Susan Road Area Drainage Phase 2 Project, a 2017-2022 General Obligation Bond funded project, located in Council District 1. 

 

The scope of the project is to alleviate drainage along all roadways within the project area.  However, as part of the design the Ridgecrest and Janda Susan intersection pavement, curb, and sidewalk elevations were designed and partially constructed higher than the elevation of the abutting properties.  The partially constructed intersection has since been redesigned and must be reconstructed to lower the elevation of the roadway at Janda Susan and Ridgecrest to allow water to drain from the right-of-way and into the storm drain system.  Temporary pavement was installed to allow residential access through the intersection during the redesign period.

 

The change order is needed to compensate E-Z Bel Construction, LLC for the reconstruction of Ridgecrest and Janda Susan intersection.    Reconstruction services within this change order include remobilization, additional excavation, storm drain inlet and pipe reconstruction, and minor utility adjustments.    Reconstruction is anticipated to begin in April 2019 and is estimated to be completed by June 2019.

 

Funding in the amount of $100,000.00 will be funded by the design firm Stantec Consulting Services, Inc. due to revisions needed for the incorrectly designed intersection pavement, curb and sidewalk elevations.  The remaining $32,862.34 will be funded through the 2017-2022 General Obligation Bond Fund and is included as part of the project construction budget for the remaining portion of the intersection not constructed with the incorrect design which will require additional excavation given the revised design elevations.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this change order; however, this would create adverse impacts on the residents in the area by allowing water to pond on homeowners’ properties.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $132,862.34 authorized payable to E-Z Bel Construction, LLC.  Funding in the amount of $100,000.00 will be funded by Stantec Consulting Services, Inc. and the remaining $32,862.34 will be funded through the 2017-2022 General Obligation Bond Fund and is included in the FY 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends authorizing a change order to the existing $1,879,278.29.00 construction contract with E-Z Bel Construction, LLC in an amount not to exceed $132,862.34 for additional construction services; and acceptance of funds in the amount of $100,000.00 from Stantec Consulting Services, Inc. for design revisions.
