Contract Award:  Buena Vista Corridor (Frio Street to Santa Rosa Street) Project

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid with one additive alternate and awarding a construction contract in the amount of $1,698,757.64 payable to Jerdon Enterprise, L.P for the Buena Vista Corridor (Frio Street to Santa Rosa Street) Project, a 2012-2017 Bond funded Project located in Council Districts 1 and 5.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Buena Vista Corridor (Frio Street to Santa Rosa Street) Project is a $2,500,000.00 2012-2017 General Obligation Bond funded Project.  The project will provide for improvements to the Buena Vista Corridor along Frio Street to Santa Rosa Street to include the widening of a sidewalk under the IH-35 underpass, sidewalk extensions at Old Concho Street, the addition of paver sidewalks, a High-Intensity Activated Crosswalk (HAWK) signal at Leona Street, upgrades to existing traffic signals to meet American with Disabilities Act (ADA) requirements and pedestrian lighting and landscape improvements east of Pecos La Trinidad.  Project construction is anticipated to begin May 2019 and estimated to be completed February 2020.

 

Procurement of Services

This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, through CIVCAST electronic bidding site and on TVSA.  Bids were opened on February 26, 2019 and three (3) bids were received.  Of these, Jerdon Enterprise, L.P. submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African-American Business Enterprise (AABE) subcontracting goal. Jerdon Enterprise, L.P. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process. Therefore, Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid with one additive alternate and awards a construction contract in the amount of $1,698,757.64 payable to Jerdon Enterprise, L.P for the Buena Vista Corridor (Frio Street to Santa Rosa Street) Project, a 2012-2017 Bond funded project located in Council Districts 1 and 5.

 

The Buena Vista Corridor along Frio Street to Santa Rosa Street has narrow, debilitated segments of sidewalk heavily used by University of Texas San Antonio (UTSA) downtown students, visitors, tourists and downtown workers.  The project will provide for improvements to the corridor including the widening of a sidewalk under the IH-35 underpass, sidewalk extensions at Old Concho Street, the addition of paver sidewalks, a High-Intensity Activated Crosswalk (HAWK) signal at Leona Street, upgrades to existing traffic signals to meet American with Disabilities Act (ADA) requirements and pedestrian lighting and landscape improvements east of Pecos La Trinidad.  The additive alternate will include additional pedestrian lighting.  Project construction is anticipated to begin May 2019 and estimated to be completed February 2020.

 

 

ALTERNATIVES:

 

City Council could choose not to award this contract and require staff to re-advertise this project; however, time required for another solicitation process would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $1,698,757.64 payable to Jerdon Enterprise, L.P.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2019-2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,698,757.64 payable to Jerdon Enterprise, L.P. for the Buena Vista Corridor (Frio Street to Santa Rosa Street) Project.
