Synthetic Turf Purchases for Pre-K 4 SA Education Centers and Competitive Grant awardees

SUMMARY:

This item requests Board consideration of the request for Pre-K 4 SA staff to utilize the Sourcewell formerly National Joint Powers Alliance Cooperative to purchase synthetic turf from Controlled Products, LLC in an amount not to exceed $51,000 through September 16, 2019 for the Pre-K 4 SA Education Centers and Competitive Grants Program awardees.

BACKGROUND INFORMATION:

Pre-K 4 SA is requesting to set up contract capacity with Controlled Products, LLC for the purchase, preparation, installation and delivery of synthetic turf for the Pre-K 4 SA Education Centers and Competitive Grants Program. Synthetic turf installation is part of a playground enhancement initiative to provide a high quality outdoor learning and play area for students. Synthetic turf is used in areas of the outdoor learning environment that are unable to sustain sufficient coverage with natural turf or grass. These areas are prone to soil erosion, creating uneven surfaces and tripping hazards for children. Last year, Pre-K 4 SA spent $42,543.90 on synthetic turf installation for the North, South and West Education Centers. This request will authorize Pre-K 4 SA staff to purchase up to an additional $51,000 for future synthetic turf projects. The Pre-K 4 SA facilities team has identified additional outdoor areas as needing synthetic turf as we have tried sod, seed, and mulch that did not address a permanent solution.

Purchases authorized will be made pursuant to an Interlocal Agreement with the National Joint Powers Alliance, approved by Ordinance No. 2009-02-12-0102, dated February 12, 2009. Cooperative purchases are a less time consuming method of procurement, since pricing and discounts have already been negotiated through the contracting entity.
