SUBJECT: Access easement for Casa Navarro State Historical Site

SUMMARY:

A Resolution approving the conveyance an access easement of approximately 0.068 acres or 2,953 square feet located on Lot 1, Tex R-39, Central West Area, Project 1, Urban Renewal subdivision in NCB 13428 as described by metes and bounds in Attachment A, to allow vehicular and pedestrian access to the Texas Historical Commission for Casa Navarro State Historical Site.

BACKGROUND INFORMATION:

On October 18, 2018, City Council approved an Ordinance authorizing the sale of approximately 2.032 acres located at 702 Dolorosa to the Board of Regents of The University of Texas System which includes the land referenced above. The City of San Antonio and UTSA are working with the Texas Historical Commission to ensure appropriate access to the Casa Navarro State Historical Site is retained prior to conveyance of the larger parcel.

ISSUE:

The City and UTSA in coordination with the Texas Historical Commission identified a 2,953 square foot area where an appropriate access easement to Casa Navarro can be provided. The area is located on the south western portion of 702 Dolorosa directly adjacent to the western frontage of the Casa Navarro State Historical Site. The City will seek to provide this access easement at no cost to the Texas Historical Commission.

ALTERNATIVES:

Planning Commission could choose not to approve this resolution; however, this could impact the ability for Casa Navarro to get the appropriate vehicular and pedestrian access to their site.

RECOMMENDATION:

Staff recommends approving a resolution to provide an access easement of approximately 0.068 acres or 2,953 square feet out of Lot 1, Tex R-39, Central West Area, Project 1, Urban Renewal subdivision in NCB 13428 as described by metes and bounds in Attachment A, to allow vehicular and pedestri...
