SUBJECT:

Lease Agreement with Martinez Street Women's Center


SUMMARY:

This ordinance authorizes the Parks and Recreation Department to execute a Lease Agreement with Martinez Street Women's Center for a building located in Lockwood Park in Council District 2.


BACKGROUND INFORMATION:

Martinez Street Women's Center (MSWC) has an established community presence over the last 20 years and has been providing health and educational programming at Lockwood Park since 2013. The current agreement expires on April 30, 2019, and a new Lease Agreement is proposed to commence on May 1, 2019, and expire April 30, 2022, with two (2), one-year administrative extension terms.

MWSC will continue to provide community health and educational programs for girls and women in the community. They will be expanding services to include: basic needs services, positive parenting programs, nutrition and fitness. In lieu of rent, the MWSC is responsible for interior building maintenance and all associated utilities. MSWC continues to allow short term and occasional building usage to local community groups.


ISSUE:

This ordinance authorizes the Parks and Recreation Department to execute a Lease Agreement with Martinez Street Women's Center for a building located in Lockwood Park in Council District 2. The Lease Agreement will be for a three (3) year term, with a two (2) one-year administrative extension terms. This action is consistent with City policy by expanding access to health and education programming opportunities to local residents and youth.


ALTERNATIVES:

City Council could elect not to approve this action, resulting in the Parks and Recreation Department maintaining the building located at Lockwood Park which would have a corresponding budgetary impact.
