SUBJECT:

Ratification of Terminal A Emergency Roof Repairs at the San Antonio International Airport

SUMMARY:

City Council consideration of an ordinance ratifying repairs and use of funds to Triple G Enterprise for emergency roof repairs for the Terminal A roof at the San Antonio International Airport. Funding in the amount of $61,987.70 is included in the FY 2019 Airport Operating and Maintenance Fund.


BACKGROUND INFORMATION:

On Saturday February 9, 2019, the Aviation Department's Facilities Maintenance Division received notification from airline employees of leaks in the Gate 14 area of Terminal A. The leaks created a safety issue and slip hazard for passengers and employees; therefore, Aviation employees contacted Triple G Enterprise, a city-registered vendor with prior airport roof experience, for emergency services. Triple G inspected the Terminal A roof and performed initial repairs including sandbagging and sealing failed seams as well as laying a tarp to prevent more leaks. Due to weather conditions including rainfall and high winds, more extensive and permanent repairs could not commence until February 26, 2019.

All remaining work was completed on March 1st. At that time, Triple G Enterprise addressed 5,281.50 square feet of the roof including cleaning, sealing and prepping for the installation of a new 3-course metacrylics gel and fabric system. The metacrylics system coats the roof to prevent future leaks in the area serviced.

This procurement is exempt from competitive bidding due to public health or safety exemption as airport passengers were in direct contact with the affected area. An emergency procurement utilizing a Certificate of Exemption for protection of the safety of passengers and airport employees was processed in order to document the labor, material and equipment to repair the leaks.
