SUBJECT:

 

Funding Appropriation and Contract Award: Alamodome East Hot Water Loop Repair

 

 

SUMMARY:

 

An ordinance awarding a construction contract to REC Industries, Inc. in the amount of $737,000.00 and appropriating funds in the total amount of $937,859.00 for the Alamodome East Hot Water Loop Repair Project in Council District 2.  Funding for this project is available from the FY 2019 Community and Visitor Facilities Fund.

 

 

BACKGROUND INFORMATION:

 

The underground eastern section of the hot water loop piping at the Alamodome was installed as part of the original construction of the facility in 1993.  Excessive leakage from the hot water loop piping resulted in an investigation which identified the piping was not working properly and has reached its life expectancy.   The replacement of the piping is needed in order to efficiently regulate heating temperatures on the east side of the Alamodome facility. 

 

Project construction is anticipated to begin May 2019 with an estimated completion date of September 2019.  Construction activities will be coordinated with the Convention & Sports Facilities to ensure the Alamodome remains open and operational during construction. 

 

Procurement of Services

This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on electronic bidding site CIVCAST, on TVSA and through the TCI Small Business Office. Bids were opened on February 26, 2019 and three (3) bids were received.  Of these, REC Industries, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included as an attachment. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal. REC Industries, Inc. has committed to this goal.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to REC Industries Inc. in the amount of $737,000.00 for the Alamodome East Hot Water Loop Repair Project in Council District 2.  Funding is available from the FY 2019 Community and Visitor Facilities Fund.

 

Excessive leakage from the hot water loop piping resulted in an investigation which identified the piping was not working properly and has reached its life expectancy.  The existing piping is over 26 years old and in need of replacement to efficiently regulate heating temperatures on the east side of the Alamodome facility.

 

The project scope will include the abandoning of approximately 3,000 linear feet of underground hot water piping and replacing it with two 8-inch pipes located above ceiling along the eastside corridor of the stadium.  Work also includes the addition of a ceiling grid within the locker room concourse, fire sprinkler head adjustments and minor landscaping at the south loading dock areas to accommodate the concealment of the new piping. 

 

Project construction is anticipated to begin May 2019 and estimated to be completed by September 2019.  Construction activities will be coordinated with the Convention & Sports Facilities to ensure the Alamodome remains open and operational during construction.

 

 

ALTERNATIVES:

 

City Council could choose not to award this contract and request staff to re-advertise this project; however, time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This ordinance awards a construction contract to REC Industries Inc. payable in the amount of $737,000.00 and authorizes the appropriation of funds in the total amount of $937,859.00 from the FY 2019 Community & Visitor Facilities Fund for the Alamodome East Hot Water Loop Repair Project in Council District 2.  This is a one-time capital improvement expenditure and funds are available in the FY 2019 Community & Visitor Facilities Fund.  The appropriated funds will be dedicated to the construction and design services related to permitting, plan reviews and construction administration, permit fees, material testing and project management services related to Alamodome East Hot Water Loop Repair Project.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract to REC Industries, Inc. in the amount of $737,000.00 and appropriating funds in the total amount of $937,859.00 for the Alamodome East Hot Water Loop Repair Project in Council District 2.
