Funding Agreement with Alamo Community Group for the Downtown Glass Block Sidewalks Project

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Funding Agreement between the City of San Antonio and the Alamo Community Group in an amount not to exceed $288,585.61 for the reconstruction of sidewalks as part of the Downtown Glass Block Sidewalks Project, a FY 2018 Certificate of Obligation funded project, in Council District 1.

 

 

BACKGROUND INFORMATION:

 

As part of the FY 2018 Capital Budget, $1,270,000.00 was allocated for the Downtown Glass Block Sidewalks Project located in Council District 1. 

 

Within the Central Business District in Council District 1, there are 12 sidewalk locations with integrated, rectangular glass blocks. Over the years, the glass block sidewalks have been subjected to water infiltration and commercial loading and have lacked the necessary maintenance required for pedestrian safety.

Through an On-Call Contract, TCI secured Alpha Consulting Engineers to identify, assess and prioritize the locations in most need of immediate work.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 28% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise subcontracting goal.

 

ISSUE:

 

This ordinance authorizes the execution of a Funding Agreement between the City of San Antonio and the Alamo Community Group in an amount not to exceed $288,585.61 for the reconstruction of sidewalks as part of the Downtown Glass Block Sidewalks Project, a FY 2018 Certificate of Obligation Project, in Council District 1.

 

The project associated with this Funding Agreement includes 1,880 square feet of sidewalks in front of the Calcasieu Building, located at 214 Broadway Street on the corner of Broadway Street and Travis Street.  The sidewalks have 18 glass block panels and support structures for the building’s basement, which will need to be removed and replaced with concrete sidewalks.   The project scope will provide for the removal of the glass block panels, the sealing of a portion of the building’s basement and the construction of new five-foot sidewalks and curb along Broadway Street and Travis Street.  The new sidewalks will ensure pedestrian safety by eliminating the risk of falling through the deteriorating glass blocks. 

The Alamo Community Group will manage and execute the work through their contractor.  Construction is expected to begin in Summer 2019 and is estimated to be complete by Fall 2019.

 

ALTERNATIVES:

 

City Council could choose not to approve this funding agreement; however, doing so would reduce or delay the planned construction needed to correct the structural conditions of the Calcasieu Building.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount not to exceed $288,585.61 for the Downtown Glass Block Sidewalks Project, a 2018 Certificate of Obligations funded project.  Funds are included in the FY 2019-2024 Capital Improvements Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to authorize the execution of this Funding Agreement with the Alamo Community Group in an amount not to exceed $288,585.61 as part of the Downtown Glass Block Sidewalks Project.
