SUBJECT:

Family Service Association of San Antonio, Inc.


SUMMARY:

This ordinance authorizes the execution of a professional services contract with Family Service Association of San Antonio, Inc. for the provision of early childhood mental wellness services for the Early Head Start-Child Care Partnership (EHS-CCP) program. The contract will commence on August 1, 2019 and terminate July 31, 2024, for an annual amount not to exceed $15,000.00 annually with a total contract value not to exceed $75,000.00. Funding is available in the FY2019 EHS Grant in the amount of $15,000. Subsequent annual funding will be contingent upon grant award. There will be no impact to the General Fund.


BACKGROUND INFORMATION:

The City of San Antonio acts as the oversight, monitoring, technical assistance, and administrative agency for both the Head Start and EHS-CCP programs in the City.

The EHS-CCP program is a federally-funded early childhood education and development program administered by the U.S. Department of Health and Human Services. The City of San Antonio's EHS-CCP program provides services in six licensed child care centers in the San Antonio and Edgewood Independent School district areas. Through this program, early education, health, mental health, disability, nutrition and family support services are provided to 216 children ranging from six weeks to 3 years of age.

Under Federal grant requirements, all EHS-CCP programs are required to provide mental wellness services to specified children, families and staff enrolled and working in the EHS-CCP program. The goal of this service is to promote children's mental health and social and emotional development.
