SUBJECT:                     Pre-Solicitation Briefing for Dockless Vehicles

The Center City Development and Operations Department will present a pre-solicitation briefing on the Dockless Vehicles Project. This briefing will allow an opportunity for additional input from Committee members.

 

This pre-solicitation briefing will cover estimated contract value, projected timeline, high profile designation, scope of the project, terms of the contract, proposed scoring criteria, evaluation committee members, project considerations, local preference program applicability, veteran owned small business preference program applicability and SBEDA Program requirements.

 

The Center City Development and Operations Department is proposing to revise and extend the current dockless vehicle pilot program until a Request for Proposal (RFP) process can be completed. Under the second phase of the pilot, there will be a reduction in the number of vehicles each company will be permitted to deploy.

 

Through the RFP process, staff anticipates reducing the number of operators to three (3) firms. It is anticipated each firm will be allowed approximately 1,500 -1,750 vehicle permits (total of 5,000 vehicles). The solicitation will be open to all types of dockless vehicles, including e-bikes and scooters.

 

The proposed contract term is two years with a one-year renewal option. The contract is expected to generate approximately $1.5 million in revenue over the entire term.
