Contract Award: Rainbow Hills Park (2017 Bond Project)


SUMMARY:

An ordinance accepting the lowest responsive bid including five additive alternates and awarding a construction contract payable to Maldonado Nursery & Landscaping, Inc. in the amount not to exceed $115,382.84 for the Rainbow Hills Park Project, a 2017-2022 Bond funded project, located in Council District 4.


BACKGROUND INFORMATION:

On May 6, 2017, voters approved the 2017-2022 Bond Program which authorized $600,000.00 for park improvements to Rainbow Hills Park located in Council District 4. The project provides for renovations to the soccer field and addition of park amenities to include shade canopies, a covered accessible picnic unit and bench. Construction is anticipated to begin in July 2019 and estimated to be completed by January 2020.

Procurement of Services
This project was advertised for construction bids in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, through the TCI Small Business Office and through electronic bidding site CIVAST. Bids were opened on March 26, 2019 and seven (7) bids were received. Of these, Maldonado Nursery & Landscaping, Inc. submitted the lowest responsive bid. This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.
