SUBJECT: Purchase of Cargo and Passenger Vans
SUMMARY:
This ordinance authorizes acceptance of contracts with Ancira Motor Company, Jim Bass Ford, Inc. and Gunn Chevrolet, LTD to provide City departments with twelve replacement cargo and passenger vans for a total cost of $365,621.13. Funding is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of seven bids to provide twelve replacements cargo and passenger vans for a total cost of $365,621.13.
These vehicles will be used by the Fire, Human Services, Parks and Recreation, Police and Transportation and Capital Improvements departments. The vans will be utilized as work vans for hauling supplies, project support and transporting individuals. The vehicles will also support community center programs, transport park maintenance crews and road maintenance crews, hauling medical supplies between fire stations, and support law enforcement activities throughout the City.
The Invitation for Bid (IFB) was evaluated based on the published bid specifications.
ISSUE:
These contracts will provide twelve cargo and passenger vans to meet the needs of the Fire, Human Services, Parks and Recreation, Police and Transportation and Capital Improvements departments. The replacement of existing vans is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program.
All vehicles are covered by a minimum 36 month/36,000 mile warranty that will start on the day each van is placed in service.
The life expectancy for cargo and passenger vans is 120 months. Vans used for law enforcement have a 24 month lifecycle.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current cargo and passenger vans scheduled for replacement have met their age and/or mileage requirement cycles. If the replacement equipment is not purchased, necessary field work may be compromised and create the potential of delays in delivery of essential services to the residents of San Antonio. The alternative is to continue to use the vans currently available and incur increasing maintenance costs.
FISCAL IMPACT:

Funding is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget.
RECOMMENDATION:
Staff recommends the approval of three contracts for the purchase of cargo and passenger vans from Ancira Motor Company in the amount of $88,712.00; Jim Bass Ford, Inc. in the amount of $140,627.00; and Gunn Chevrolet, LTD in the amount of $136,282.13. The total cost of these contracts is $365,621.13.
These contracts are procured on the basis of low bid and a Contracts Disclosure Form is not required.
