Authorization of a contract for Contracted Security Services for the San Antonio International Airport

 

 

SUMMARY:

 

City Council consideration to authorize a five-year contract with Universal Protection Services, LP dba Allied Universal Security Services (Allied) for the San Antonio International Airport. Allied will provide secured area access management and monitoring services in order to meet federal regulations and counter evolving threats. The value for the five-year contract is in the amount not to exceed $6,800,000.00, which will be funded by the Aviation Department Operating and Maintenance Fund.

 

 

BACKGROUND INFORMATION:

 

The San Antonio International Airport requires a firm to provide secured area access management and monitoring services in order to meet federal regulations and counter evolving threats. Airports utilize these types of firms because they are compliant with Transportation Security Administration (TSA) directives, airport security plans and the safety and security of passengers, vendors and airport staff. In addition, these firms are cognizant of the need to provide excellent customer service at airports.

 

Before 2014, the Aviation Department used the City’s contract for these services. However, given the evolving threats to security and the rapid response required by airports, in 2014, the Aviation Department received authorization to obtain its own contract. The threats to security at airports continue, as does the need for an experienced firm to assist the Security Division within the Aviation Department in responding to those threats.

 

The Aviation Department requires an experienced security firm to provide a variety of services, including:

                     Monitoring of secured areas;

                     Conducted inspections;

                     Escorting within the secured areas;

                     Enforcing security guidelines;

                     Preventing and detecting unauthorized access; and,

                     Preventing any unauthorized items into the secured areas.

 

These roles and responsibilities are necessary to comply with a variety of federal, state and local security requirements and are over and above the law enforcement responsibilities for the San Antonio Airport Police.

 

 

 

ISSUE:

 

A Request for Proposal was released on November 29, 2018. Two proposals were received on February 1, 2019. The proposals were scored on the published criteria of: experience, background and qualifications; proposed plan; price; Local Preference Program; Veteran-Owned Small Business Preference Program; and, SBE Prime Contract Program. The evaluation committee was comprised of representatives of Aviation Department, ITSD and Port San Antonio.

 

Universal Protection Services, LP dba Allied Universal Security Services (Allied) scored 78.50 points and was recommended by the Committee for the contract. Global Security Consulting Group, Inc. scored 40.21 points and was not recommended.

 

This contract was identified on the FY 2019 High Profile Contracting Initiatives and was briefed to the Audit and Accountability Committee as an individual item for both pre- and post-solicitation. The Committee members voted in favor for the full City Council consideration.

 

 

ALTERNATIVES:

 

City Council could request the department develop and release a new solicitation for this work. However, this solicitation was developed, released and scored in accordance to the City’s Procurement Policy and Procedures Manual. It was also briefed at the Audit and Accountability Committee and received their recommendation to move to the full City Council for consideration.

 

 

FISCAL IMPACT:

 

Ordinance authorizing a five-year contract with Universal Protection Services, LP dba Allied Universal Security Services (Allied) for secured area access management and monitoring services at the San Antonio International Airport.

 

The value for the five-year contract is in the amount not to exceed $6,800,000.00. Of the total contract value, $245,000.00 is available in the Airport Operating and Maintenance Fund FY 2019 Adopted Budget. The remaining $6,555,000.00 is contingent upon City Council approval of the annual Budget.

 

 

RECOMMENDATION:

 

Staff recommends authorization for a five-year contract with Universal Protection Services, LP dba Allied Universal Security Services (Allied) for the San Antonio International Airport.
